Tragedy of the commons at work here. However, most people aren't for attracting vagrants to certain areas, much less a park. The old timer outlived his wife by quite a long time and is certainly on a mission to do good as he's likely close to crossover territory at this point and could've been for years in his mind. Ultimately, it's negative PR for the local govt.

I would think that he would have learned his lesson after being arrested for the 2nd time that he needs to follow the rules/law. Just because he is doing what he thinks is good does not mean that he is above the law

Well if the law is unjust people break it
In this case he probably could win a court case on the municipal law if he wanted to
But the process would take a damn long time.

This jerk is playing the CCPP game by externalizing the costs of feeding the homeless onto his unwilling neighbors, which is a form of coercion.

Is he going to compensate his neighbors for their decreased property values?  No.

Is he going to clean up the fecal matter which his food will be turned into?  No.

Is he going to provide security for the normal people who want to use that park?  No.

He's exactly like the dumbasses who bring Ebola back with them from their do-gooder missions.  They get to feel good about their altruism, while forcing other to pay for the negative consequences.

He's also exactly like the dumbasses who move into neighborhoods with homeowner associations, then refuse to abide by their rules.  Sorry, but if like-minded people want to set up voluntary associations with restrictions to provide for greater security and prosperity, you don't have the right to force your altruism on them.

This jerk should invite the homeless into his own house to feed them, not use a park that he didn't pay to build or maintain.

If we are going to feed them to get them from breakfast to lunch to dinner, all we are doing is enabling that cycle of homelessness. They don’t interact with anyone, they don’t receive the aid that they need.
Do we will close our eyes and heart because of that ? For me the answer is No

Holy shit, living in America must really suck, actually I remember something about that when watching Jamie Oliver when he was campaigning to make school lunches better, he went to American and basically it was the American food lobby going at it to make kids buy all the unhealthy shit at school.
