Coming on here as a newbie and offering over market rates for bitcoins via PayPal is the hallmark of a scammer, and an unbelievably poor way to introduce yourself to the community. Thus far you have taken every move that a rip-off takes, in the perfect order... your next move is to go over to the lending section and start to ask for loans.
Unfortunately for you they will be even more critical of your poor choices.

And I have been through hundreds of third party sites this morning trying to find a way to exchange this paypal money for at least an e-currency i could use to buy bitcoins. I understand how risky it is to make the exchange but there isn't exactly a way for me to prove my legitmacy, and I probably won't get the chance to prove it as it is because little did I know, paypal was the worst way to go about making this sort of transaction.
As for the over market rate i believe i am paying more than the btc is worth by a small amount because 85 usd / the avg on mtgox which is 5.59 = 15 btc
