I am not able to vote on polls. What could change this?

I believe you need to be a JR member to participate in polls.

What I meant is that after a poll has been closed, new votes can no longer be submitted.

OP is asking why he is unable to vote though. The presence of sockpuppets should not hinder his ability to place votes.
