I am not able to vote on polls. What could change this?

I believe you need to be a JR member to participate in polls.

Here is a thread explaining what each ranking is.

Here is a thread explaining how activity works. If I am correct about the above then you will need 30 activity.

Yes, because someone can create fake accounts to vote for his / her service etc.

That's the other thing about it...

OP is asking why he is unable to vote though. The presence of sockpuppets should not hinder his ability to place votes.
