2. If you use Firefox, Right click with your mouse, Save Page As: Web Page
3. Turn Off your modem
4. Open saved page
5. Click on Paper Wallet and check BIP38 Encrypt checkbox
6. Enter password and remember it
7. Print
8. Restart your PC to delete print cache

I did that but I'm saying by not touching the internet is that even possible?to download it wouldn't that require a initial internet setup?

yes after I have deleted the browser history and such I gave it to my wife and she uses the computer,I was going to burn (literally incinerate the computer)it but I decided not to.

I wouldn't suggest giving private keys, even if it is encrypted, to another person.

So one would assume that each offline wallet has of equal security depending on your passphrase but word around town is that single wallets generated by random strokes of keys and mouse movements can generate duplicates compromising your security.

It is to my understanding that the brain wallet makes a code based off of your pass limiting the odds of a duplicate right?
So that would make this the best offline wallet to choose from?

Well it greatly depends on how you handle the wallet. If you want to be completely secure, get the paper wallet and copy it a few times and hide it somewhere where you know it will be safe. You can have a wallet secured as pentagon, but as long as you're handling it bad, there would be problems.

I read paper wallets are very secure but something about paper just doesn't make me feel safe.  It can be destroyed or stolen.  Once that paper wallet is gone it's gone forever.  There has to be a better long term solution.

Yes,wrap it in transparent duct tape. As for it being stolen,make several copies all over the place in invisible ink.

You are asking for offline wallet. Based on my experience you have two options:
Bitcoin trezor
Paper wallet

a wallet that not connected to internet is more secure
but you need to learn how to use it, there are some thread that explain it

Wallets are safe provided that the RNG is not compromised or exploits has been secretly included in it. Even with a offline computer, weak RNG can steal be cracked and your funds can be stolen. This happened a few years ago when Bitcoin android wallets had a RNG weakness and recently blockchain.info wallet.

You don't need to download the blockchain to generate a wallet, you can always create the transaction on an online computer then transfer it using a usb the offline computer, sign and use online computer to broadcast it.

Bitcoin Armory can't sign normal raw TX. I don't know if there is any script which can do it. You can use CounterWallet to create a Armory compatible raw unsigned TX.

yes you have to download the whole blockchain, but you may speed up this process, by looking for a torrent and then bootstraping it into your wallet.
