Did you send the item to his address listed on his eBay and PayPal and was it verified? Sadly it seems with PayPal anyone can say they didn't authorise the payment whether they did or not and get away with it.

Nah, his PayPal account was non-us verified.

He had 5 feedback on his eBay account. I thought having a tracking number could save me from this however it seems like he used a fake address. There was another seller that also got charge backed scammed from the same buyer.

Yea I know there have been warnings, but is there a way to win these cases, or is PayPal just going to let the buyer protection rule over everything.

THat's exactly why I don't use Paypal ! .
Anyway , your only chance and thing to do now is to contact Paypal (do not email them, call them for fast help) and explain the situation for them and that you sent the tracking number .

That's basically what's happened in the past, they tend to always side with the buyer no matter what.

Yea I know, I've been told not to wait to the last minute etc. but I think this is just really really bad timing. It's a holiday today, tomorrow and in a few more days.

This is often problem with Pasypal service.
I have good experience with Paypal as buyer because they refunded my funds after dispute and claim but I heard that many sellers have problem with Paypal, blocked accounts, funds...
It seems that Paypal support and protect much more buyers than sellers.

You can not fight paypal chargeback which is used mainly by scammer. Only thing that you can do when you have to be payed from someone, is not to use paypal but other method of payment. With Paypal you can be scammed without any problem

When the claim is for an unauthorized purchase your saving grace is 'Seller protection'  if the address is indicated as 'confirmed' by Paypal then you have permission by them to mail to that address even if it is "fake".   Now depending on the amount of the item you need delivery confirmation and or signature confirmation.

But like everyone else has told you, try not to deal with Paypal, that is the smartest advice.

I searched up the address on Google this time (not google map) and it showed a business with the buyer's last name. I'm just hoping that "Registered Post International" has signature on delivery included.

What would be the best form of payment to accept on eBay?

Again it doesn't matter if the address if real or fake, the only thing that matters is how Paypal recognizes the address.  Go to the paypal transaction. look at the area above the shipping address, if it says: "not eligable" for seller protection, then you won't win.   If it says: "ok to ship"  or "confirmed" (in green) or "eligible"  for seller protection  the next step is making sure you have shipping confirmation and/or signature confirmation  depending on the value of the goods purchased.

As for ebay, essentially the recommendation is not to use ebay.  but if you do use ebay read and understand all about your rights, join the groups there to expain things to you in terms you will understand.  otherwise you will pay via the school of hard knocks  either way you will learn.

I'm guessing the merchandise was insured, from what it sounds like the intended receiver didn't get the merchandise, as such you might have an insurance claim.  Read your insurance coverage policy then make a claim that fits.

good luck and merry christmas

This is why I like the irreversible systems like Webmoney better, no chargebacks! Wish I could help you but Paypal has a bad reputation for siding with fraudulent buyers who have done chargebacks. Keep contacting them and provide as much proof as possible.

Paypal is great for being protected as a buyer, but it's shit for sellers in these situations. I always withdraw the money as soon as I get it because if I lose an unjust case I'm never going to pay it. They can try take me to court as well.
