USPS does require a return address be on the letter. They do not require that the return address be valid

As for proof of post I can offer tracking, but it will of course cost extra. If you do not wish to purchase tracking I can take a picture of the envelope with the recipients address and a stamp on it. But if you want absolute proof you should get tracking. I'll update the original post with the cost of tracking.
