A less expensive and just as effective way to solve the problem would be to restore the computer to factory condition. Like a brand new computer without the cost.

I do not get it, if you will use it the same way as your old one then you will face the same problem soon  . You can reinstall your old notebook from scratch, install Linux on it ... etc.

You shouldn't login into your wallet on Windows system or add the email to your wallet, that's not secure and when your email got hacked, you will lost your wallet too.

I signed onto blockchain.info to send some BTCs somewhere and my balance said 0.00 i looked and thhat was the last transfer to that address every fkn coin ughhhhh this sucks

You could have just reinstalled windows or whatever os u have.. or restore it to factory settings...it whould have functioned like a new PC.
