Is there software than can "declock" or lower voltages on a specific time interval???

A recent Spoondoolies firmware update offers the ability to turn the miners on / off at specific times. It allows for a schedule for these things. It is for their hardware.

Transaction fees go to the pools and the pools decide to pay them to the miners. Anything else, including off-chain solutions are stealing and not the way Bitcoin was intended to function.
Make the block size set by the pool. Pool = miners and they get the choice.

Yeah I saw that on their site a few days ago and got me thinkin' about setting hardware to lower
specs during parts of the day when power cost more. Would be nice if there was a miner software
 that could do it.
