The network tries to produce one block per 10 minutes. It does this by automatically adjusting how difficult it is to produce blocks.

Do you have a preference of technology to use? say PHP for example? Python? RoR? Node.js? or do you just like a working site with whatever?

I´m a little familiar with PHP.
Especially to make it work on all known browsers.

Kind a noob on this stuff. So just working site is enough. (no matter what technology will be used)

I understand your scepticism...
But I´m not so big noob. I can edit it.
I just can´t build it.
And by the way, this is not ordinary PONZI. It doesn´t  even have to crush.
I really like that idea. Also have some cool ideas how to improve it.

I want to use coinpayments, or blockchain.
And I prefer PHP.

Hack n' paster, huh? You'll likely have a very hard time editing and customizing unless the developer comments out every line explaining what they're doing and how to edit it.

I want to use coinpayments, or blockchain.

If you're going to be creating addresses with blockchain.info's wallet management API be aware that it maxes out at 1,000 addresses.

I looked at the website, and I don't 100% understand what that site is about. Looks kinda scammy.
