Short story I promise.
I needed to advertise on Craigslist, ran into posting limits.
So I created a website, http://CraigslistApex.com to pay other people to post for me.
Then I added the ability for other people to have their own posts made on CL by paying others to post just as I am.

My site needs advertising, so I am paying .40 USD per post, and I pay in BTC every Friday.

Auto verified and paid weekly.  You can track your progress and total earnings within http://CraigslistApex.com.  
You are provided the post details, and a link to the city that needs a posting.  (To improve the quality of traffic received and prevent spam.)

It is not a lot of money, but if you want to copy paste posts a few times a day, you can buy a pizza in a week.  
Or get multiple accounts and go wild while watching TV!   I find it easier to pay people to post for me.

Well I don't want to get sued by CL.  Why would they have a problem with this?  Usage of their name?  I checked, and they have a household name status, so it's fair game on that regard.  So long as I have "Not affiliated with Craigslist" on the site, which I do.  =)

Any other legal issues I missed?

While what you say is negative to my business, it is valid.
I was posting yesterday and all my posts got flagged out.
Today I read other peoples work at home posts, and saw how they are 5 days, 11 days old etc.
So I copied their wording, and methods.  The trick is to make it VERY clear what your offer is on CL or people with the wrong idea get all upset when they click the add with a title that mislead them.  So a title that is clearly for the same type of thing as the post body, and actual service/product involved helped.  Extra clear.
Now I have 10 active posts.

You still have a valid concern.  And after being flagged out myself, I have to rethink the value of a single post, and the life expectancy.   3 days should be worth more than 50 cents.   But how much is a single day worth?

I would hope that in time I would have enough data to view some statistics and see what people are interested in as far as money per post.
24 hours is fair.  Not too heavy for a cron job to scan CL urls.
But what is a 24 hour post worth in your opinion, to others?

Perhaps I can add a function to pay a % for the initial post up front, to prove automated payments and scanning, and reassure people who are getting flagged out.
I will need to learn how NOT to get flagged, and create a page covering that topic.

I want this to work.
Then I will keep 10% after this gets popular.

Policy changed to 24 hours, pricing remains the same.
Flagging down posts would require multiple accounts/IP addresses and a lot of clicking work.
If I can't post enough myself, I can't click enough myself.
Most of all, flagging out posts would defeat the purpose of promoting ads if they do not exist to promote.

I need the ads online as long as possible. =)

To my knowledge it is not against CL TOS to ask someone to post an ad for someone else who asked them to post.
They do not have any TOS against paying someone to post either.  But if you find some other issue with CL TOS please let me know.

Changing the number of posts will not change the total cost, but will change the cost per post to match.

So other numbers auto adjust.  I could add an option to disable that but it would reject submissions if people request 1000 posts for $10, at 0.01 per post.  The numbers must match up to be valid.  Annoying as it might feel, to watch auto calculations it prevents frustrations with submitting and resubmitting with random user entered math if it is incorrect.

No what I said if the ads are duplicates, they cant be posted within the 48 hours, you cant post duplicate ads.
