Title: Can a country actually ban BITCOIN
Post by: Dydot on January 13, 2018, 01:50:33 PM
With a lot of news around this days about some countries banning bitcoin and so on. Is it actually possible for a country to ban bitcoin or other altcoins? Or the news are just rumor from some people that want the price to deep so they can scoop enough of the coin at deep.

If it is illegal to declare private transactions and then arrest those who trade in bitcoin, then I think bitcoin transactions will be banned.

But bitcoin is a protocol, a language so to say.  it is not a website, or a social media that one can outrightly ban. I don't know if you get my point?

Yes, there are already countries that are banning Bitcoin like Bangladesh, Iceland, Thailand and Vietnam.
These countries who are protecting their sovereign money and they thought their fiat will be affected by digital currency or assets. But most countries do find economic advancements through adapting the future of economy and trade.

Ofcoures it can, goverment can control everything that happend in their country. If they think bitcoin will likely make their economy not stable they can make rules about it and bann bitcoin

No country can actually ban Bitcoin. It is a global decentralized network, so no country can stop it.
However, they can make buying/selling Bitcoin with fiat money and accepting it by merchants illegal, which will make it very difficult and dangerous (you might go to jail for example) to trade crypto vs. fiat and use Bitcoin to buy stuff. This wouldn't destroy the Bitcoin network, but probobaly would have a great impact on its price as most people will probably not risk jail in order to trade and use crypto.

There is no single country in the world that can ban Bitcoin.
They can shut up exchanges or forbid banks from involving it within their territory, and it will affect Bitcoin price for a while, but it won't stop Bitcoin from growing stronger.

They ban not bitcoin but gateways between bitcoin and real world - payment gateways, legal support and so on. If your money can be virtual only its rather hard to operate with it...

They cannot actually ban bitcoin. Rather they can ban the portals to access bitcoin, like crypto exchange sites. Also banning the users from accessing bitcoin.

It is very possible that a country can ban bitcoin. But that is not a real concern because it will be very hard for a country to actually implement the ban. They cannot stop bitcoin from spreading because they cannot stop the internet. The only way to stop bitcoin is to kill the internet, which a country cannot do. They can penalize exchanges or stop them from operating, but there are still other ways to exchange bitcoin without going through centralized exchanges. So they can create a law to ban crypto, but will it be effective?

If a country wants to limit the country's people investment BTC so  there  have a way to completely, just declared illegal is ok, they in order to protect the national currencies, so banning BTC is also understandable.

The state may well instruct providers to start blocking the pools for mining and this will already be a serious blow to those involved in mining. But it is impossible to prohibit the circulation of crypto currency on the network in the country.

Nope. Bitcoin is decentralized. it is impossible to stop it. The only way to stop bitcoin is stopping mining. And it is also no possible.
they can closed centralized exchange platforms in their country, they can check and stop bank transfers from exchanges. But they can not do anything ab out bitcoin and blockchain.

They can definitely ban the use and even ownership of bitcoin. Remember, most of the time, the government have a monopoly on violence. They can always get the police to go after you.

Primarily would be affected would be exchanges, you'd no longer be able to exchange it for fiat. No miners also. Transactions in bitcoins between individuals can still happen, though you can be caught, like they are trying to do in Venezuela.

Depends on how your own government would view bitcoin. By law it is illegal because mainly it is taxless in some sense. But i think the main reason is that the assets can not be lequidated or it is not a liability by the government. It if were to continue only rich businesses that invested in bitcoin would get rich and not the government itself. Government do fear that the citizens would more utilize bitcoin rather than actualy maky transaction in their own country. Rich countries like S.korea and Japan are making profits with bitcoin so they allow citizens for btc transaction.

a country can do whatever they wish to do..if they want to ban bitcoins they can actually do it. but it does not necessarily mean people can’t continue using bitcoins. it might be illegal in your country but there is always vpn so you still have access to your wallets. china has done it, however chinese are still mining coins despite their country banning btc.. people will always make ways even if it is illegal as long as you can make money out of it.

few countries even have no taxes for crypto trading.. tell me if its not the best sign for long life :)

Yea. Any country can choose to accept or ban Btc or any other alt coin. It has actually happened already with many countries and it is still happening. For instance, a reputable Chief Imam of an Egyptian Mosque urges the country to ban Btc or any other alt coin, and put a clause that will maintain a forever ban on any future incursion of any cryptocurrencies in the country. Actually, some of the countries who banned Btc and other alt coins have given some explanations about why they will never give in to cryptocurrencies. Some of it include;
That cryptocurrencies are just a means to promote fraudulent acts in their respective countries.
Also that idea behind cryptos as digital is kind of demonic and unreal. Some even claim its a furtherance of the 666 imprint in order to hasten the reign of Satan. All these and some others have been proffered by these countries as reasons why they are banning cryptos. As for me, cryptos are just cool.

Of course any country can ban bitcoin. The method of the ban is called shove your head in the sand, and pretend that bitcoin is not there.
But for example, in Russia, bitcoin is going to be put at the service of corruption, allowing not to declare the income received from the trade in crypto currency for
official. That is, any official who spends more than he earns can say that he simply bought some bitcoins in 09, and now he sells it. It's amazing, do not you think so?

The answer is big NO,no one can ban bitcoin because it is a decentralized technology and no one can track the user or usage of bitcoin so people cam use bitcoin even if their government banned it in their country. But they can shut down the bitcoin exchange then there is no way to buy or sell bitcoin you just can bitcoin to bitcoin transaction. If they shut down the exchange then it will reduce the demand overall and leads to price fall.

it can be ban by goverment regulation but dont think thats would make people stop investing on bitcoin. there is a lot way to disburst bitcoin to become money. people would use vpn and anything related to money such as paypall to disburst it and bitcoin still runing and not banned . so despite ban that could be done by goverment, its not powerfull enough to stop bitcoin.

So yes they have the right to ban any currency

But they really can not do  .  ::) ;D

Outright ban might be difficult but restrictions might scare people or investors away thereby causing a very low patronage.
Another angle could be minning too but unfortunately, not all countries have minner so this will really make it a difficult task since it is decentralized.

By law, a country can ban anything in which they find danger. And for now, many countries think that bitcoin is a danger to its economy and also somehow encourages illegal activities. But even if bitcoin is banned in some countries, there are other countries that encourage using bitcoin and so the people living in the countries in which bitcoin is banned can trade through bitcoin without the government knowing. So, bitcoin can be banned, but its usage can't be completely terminated.

Yes they can if they find bitcoin a threat for the economy. How? They stop the local platform that transacts bitcoin by converting btc to local currency, with that, there is no way for the people to use their bitcoin in the real world. But that does not mean they can ban bitcoin entirely, unless they cut off all internet access nationwide.

That's an interesting question.

But it's also interesting to see if they can actually fully ban it. For example, if they ban btc alone people would just flock to another crypto. If they ban crypto in general (or try to anyway), people might think of an alternative (vpns, undeground, etc).

If bitcoin transactions are used for negative things, the state can definitely prohibit its rotation ...The government is concerned and is still concerned about the risks of using bitcoin by the community. This is because sniffing the potential for bitcoin fraud is used for unlawful acts, such as terrorism, money laundering, prostitution, and drug trafficking.
Then about the rumors we must take it seriously, because it is true there is a group of people who want to reap the benefits.

If it is illegal to declare private transactions and then arrest those who trade in bitcoin, then I think bitcoin transactions will be banned.

It would be practically impossible to enforce a ban on bitcoin operations. It is possible to make hard rules and even ban transactions and that would have a bad effect, but to make a full stop... nah

If a government decides to make trading or possessing Bitcoins illegal, questions will be raised about how exactly it will enforce such a ban. It is impossible for a government to seize your Bitcoins, unless you decide to handover your private keys. However, the majority of citizens and institutions like to stay on the right side of the law. So the demand for Bitcoin would plummet if the government decided to ban it. All exchanges in that country would also be shuttered and buying/selling Bitcoin would be difficult and risky. This would suffocate Bitcoin in that country and the government’s objectives might be achieved.

Although Bitcoin and Altcoins are somehow decentralized, meaning there's no one man or a group of people or an organization or company that is manipulating or in control of Bitcoin's supply and value that which can be circulated around the world but the limitation can be controlled by the the state of government. They could ban any exchange through monetary because it can be traced and no banks could make such transactions in any way other than keeping it on your wallet no matter what the amount of figure you're holding.

My opinion is a county don't actually ban Bitcoin, Because of if a gov ban the btc in his/her county then people won't abide by this law i think. They will buy or sell btc secretly and will continue this buy and sell. After all a country won't ban bitcoin actually.

Is possible government can ban Bitcoin or any coin exchange as what China did since last year but still people can get out and Cryptocurrency as they like, is just that no banks or any exchange institutions could process your social assets into fiat because huge amount of money transactions are subject to be monitored so people can earn cryptocurrency but they couldn't convert it into local money.
That would be the effect of your country does ban cryptocurrency and you can do nothing about it.

I think the news is true sir. Because in my country bitcoin and altcoin still not legal by the government. and there are rumors saying that soon bitcoin in my country will be banned. and I hope it will not happen

Only in some countries bitcoin is illegal. But in most of country bitcoin is legal, even it get banned. The bitcoin will not fully abolished from any country. Some of people said bitcoin is illegal in China. But still now, there are lot of traders are in China and many mining farm is there in China. So don't worry about it, bitcoin will become legal in your country.

there is a lot of countries that ban bitcoin for so we all have to be aware on this so people that are living for where this is legal for we can say that they are lucky and the country that they belong for are has a freedom for , every country has their own reason for why they ban it so we should be able to respect it.

Yes if bitcoin is banned by a particular government then it will become like the biggest grey market of the century as the users have once experienced the amount of profit they receive from bitcoin they are not gonna stop using it either by hook or crook bitcoin will be there so the government should be wise and should not make any premature decisions like banning bitcoin and all.

yes they can ban bitcoin if they really want to ban it, if the government found out the increasing rate of criminals or drug dealers because of using bitcoin as the secret transaction online then they will ban it, or if they think that bitcoin is the reason why their economy down then they will ban it.

Bitcoin will become the next Cocaine of the community where users are making transactions on tunnels or under the streets with hoods. The only authority could stop Bitcoin and Cryptocurrency adoption is the state or the government wherein banks are subject to submit their transaction information into governments in order to control cryptocurrency activities.
People could still use cryptocurrency in other ways but it's very hard to exchange it into fiat due to government restrictions just like in China, there are so many Chinese investors but they couldn't exchange it into their own local fiat.

The only reason behind every government or state that are banning cryptocurrencies is they are afraid that their sovereign fiat will be affected by any digital assets that isn't backed by their state.
Digital assets are volatile that's why they want to protect their economy by sending the users to prison if they will try to involve cryptocurrency in their earnings. Thailand, Vietnam and Bangladesh are few of the countries who hates cryptocurrency.

Everyone can use cryptocurrency but the problem would be on the country you belong. If Bitcoin and all cryptocurrency are banned then all you can do is using cryptocurrency as it is as digital but there's no way you could exchange it into you local fiat as  it serves no value in that particular place.
You can only earn coins and tokens but you couldn't turn them into cash.

I think certainly can prohibit the use of bitcoin inside the country, if faced with such a task, he would be able to implement it, but why?

Yes if any country decided to ban bitcoin or crypto completely then they can easily ban it and just give lame excuses like terror funding or illegal transaction to by pass the tax amount and all but a smart government will not do that but rather it will tax bitcoin traders and ask them to keep track of users with high transactions.

True, but that only helps the clients/users? What i mean: Exchanges are really helping to find acceptance for a coin, and running an exchange behind tor would be problematic, as the data throughput is really low..
Hm, on the other hand: isnt openbazzar doing something like that? Never really checked..

But as long as in some-country there is still an exchange, we should be fine. If we wouldnt have exchanges, i guess it would fallback to manual arranged p2p trading for converting fiat to crypto..that would suck (no offense dear localbitcoins.com fans)

Ofcoures it can, goverment can control everything that happend in their country. If they think bitcoin will likely make their economy not stable they can make rules about it and bann bitcoin

to support this, exchanges for fiat can be control from site within the country. ICO can also be limited. Aside the decentralization factor that countries are considering to be challenge to them, it still has a lot of advantages. if Singapore with the accolade of economic improvement uses ICO and bitcoin so well to improve investment within the country, countries should employ the same idea.

Because bitcoin is a decentralized system, it does not have an owner. All that the government can do is block websites linked to it. But there is always a cold purse. How can they block it? No, so do not worry about it.
Every "power" now wants to bite off a piece of pie. Earlier when the crypto currency was at the bottom, something they did not pay attention to it.

Yes, that is the real power of a decentralized system. A country may ban fiat related operations like exchanges and mining process but never can ban holding bitcoins. Also government cannot stop people to exchange bitcoins within themselves as people will be able to send and receive bitcoin anonymously all the times. Some governments are not taking any responsibility about bitcoin for this reason only. For the same reason, government cannot ban bitcoins.

Even governments ban bitcoins, that will not affect bitcoin users in any drastic manner. So, the progress of bitcoin growth will not get impacted.

If a country wants to ban Bitcoin, they'll first make it illegal to own or trade Bitcoin.  Secondly they'll regulate the banks to prevent money transfers to exchanges... which would dramatically reduce demand for it.  That would essentially push Bitcoin to the fringes and criminal elements of society.  Let's hope that doesn't happen.

They can't stop it if that's what you mean. Just like they can't stop trade of drugs or such, but they can make it illegal. The easiest way to target bitcoin or all coins is to shut down all of the exchanges. This is easily done and the exchanges will comply as they don't want to be acting criminally.

Certainly, the government is very able to impose such a ban through its regulations (legislation). Still remember the incident in China 30 sepetember 2017? ..., that is one proof 'that they are able to stop it', and now South Korea will take the same step towards bitcoin. How, is this not a proof?

But I'm still optimistic about bitcoin growth, even if the government forbids it but bitcoin networks can`t be turned off by them.

bitcoin can not be banned in a democratic country. Of course, there are still totalitarian governments that can very easily get rid of crypto-currencies and from technologies that stand for declaring them illegal. The question is, how will they do it? It is easy to give a law, the question is how you will be convinced that it will be respected.

There isn't one straight answer to this.  I think in terms of a legal perspective, yes governments could ban citizens from activities involving the use or trade of bitcoins but doubt this would deter everyone in the particular country not to defy the ban by using VPN and stuff.  From a practical perspective, I don't think its possible to actually ban bitcoin out rightly because its not no one country, government or corporation has control of the blockchain.  I think they will try to make it as hard as possible for businesses to adopt bitcoin/crypto widely though, at least until they find a way to gain a level of control or monitoring.

They can shut down exchanges but they can't shut down the blockchain. That's what makes bitcoin so great is that it is totally decentralized. They will never be able to stop p-2-p crypto money transfers. However, if they did shut down exchanges it would be pretty back for crypto. I love to see these countries struggle on what to do with crypto.

Yes it is very possible it depends on which country it is banned, mostlikely if the president signed an executive order there will be no excuses if a ban happens, look at china mining activities has stopped and gave us a lot of problem because most of big mining companies stopped when the prime minister ordered it.We cant do anything about it when the government will totally declined blockchain technology.
Country can only ban very obvious bitcoin activities such as mining. But not the bitcoin as a whole. They can never ban bitcoin. People with internet access can always do crypto activities even in China. How will a certain country decline a block chain technology when these kind of technology does not require government approval.

Ofcoures it can, goverment can control everything that happend in their country. If they think bitcoin will likely make their economy not stable they can make rules about it and bann bitcoin

And the citizens of such countries won't have access to bitcoin anymore?

They can, actually. They can still used it secretly, by contacting a person outside the country to trade or convert their bitcoins with fiat.  There are many different ways to used it even a country banned bitcoin, you know it's a part of the feature of bitcoins to transact anonymously. It cannot be controlled by the government or any authority.

To think it could be easily to banned bitcoin if the president of the country will urgency stop or banned bitcoin in a country because they found out that country can not gain taxed collection from digital currency. In some bad news attacking bitcoin that is a kind of strategy and purely rumors come from desperate people or haters  to slow down the bitcoin price in a market.

For example in my country, even they don´t want to ban it, they want to tax it. No, not the profits made when exchanging to fiat. The crypto holdings itself....
Do you mean as long as you hold crypto, you have to pay tax, though if you lose money from crypto trading?
I am curious. Which county are you from?

I don't think its possible, unless you surrender your information to the authorities. They cannot what you have and how much you have unless you give them information, its how cryptocurrency works.

There are some fantastic news about banning of cryptocurrencies in different countries in the world. At last time such information was about Indonesia and South Korea. I don’t know what’s the things about in this countries but I don’t believe that they will ban anything.

They can't ban directly Bitcoin. What they can do is forbid shopping with Bitcoin or to issue a law in order pay high taxes when you want to send money in an exchange.
The last one could be very effective, imagine VAT in my country is 24%.
Bitcoin and the other coins can't be banned. They will continue to exist in person to person transactions and for buying goods from countries where cryptos are not banned. I am very optimistic about the future.

if that happens government will attract and be alarmed on whats is happening. they can ban bitcoin or limit bitcoin withdrawals like what is happening here in Philippines. the exchange that is accredited by the the BSP is limiting us on withdrawals and exchanging to fiat . just monitoring haha

If you are using bitcoin in illegal way, then they can ban bitcoin especially in transaction in which affect the economy of one country. Banning bitcoin entirely in one country is possible, because government can regulate bitcoin in encasment in the bank and all money encashment agency.

No, only bitcoin trading but not the concept of bitcoin or the access to bitcoin. To get around that you can then use a VPN, etc. But having a ban also has a very big impact. We have been able to observe this very well in the last few days.

I totally agree with you. No one can stop the continuous booming of bitcoin but the government can actually imposed restrictions with trading that can have a negative effect on bitcoin.

certainly could and might be a country can ban trading in the field of crypto because many factors may be afraid if the country happens to be a considerable inflation of the country's economic system or their conventional currency, or the country is afraid of being a fund-raiser of crime in that country

How can you ban something decentralized? You can prohobite it, but what is the sense, people still using it anyway. The only reason that can really influence on users is administrative responsability.
So I think it can't actually be banned by the country and we can access to it in many different ways.

It possible because the government policy will effect all of the users. Law will protect the regulation of government. If the country government dont wanna crypto held in their country they could and will banned it. Who against the rule will get punnish. Of course it will make the citizen who as user afraid. If its just a rumor the news will never from the big source or news web.but it from the blog or people statement, but a lot of users already smart and not easy to believe on rumor.

I think there are also many countries that have banned crypto incidents because the country is very afraid if there is damage to the country's economy if crypto later in legalkan in the country, we can not blame the fear that will happen if kripto legalized in the country and of course the government knows exactly the development that exists in the country and it takes time to really recognize the entry of crypto.

Our state will not be able to prohibit transactions, as well as trade on the sites by bitcoin and other altcoys, this is a decentralized network to prohibit a little one decree or order, it is necessary to prove that for example I am a citizen selling bitcoins, how can I prove it? only if you catch a hand, or calculate the IP of the computer, you can buy it so that you will be listed from another country, in general, for the time being, all the rumors

I guess if you are unfortunate enough to live in a Country that is thinking about, or has actually banned BTC, there are ways and means of using it for the end user. VPN is a solution but likely to flag suspicion.

I would think that an enterprising person could implement a PTP tunnel via HTTPS - that would be safer.

If they ban the access, they might as well be banning cryptos in general, no? Sure most crypto users are tech-savvy and can use a vpn but I think most people wouldn't bother. This would also make it seem illegal and change the public opinion of cryptos.

yes, actually they can... cause i think some countries have banning bitcoin because they think bitcoin is a bit "dangerous" such as the decentralization aspect contained in bitcoin or other altcoins which is considered to be detrimental to government because the government can not control bitcoin or receive tax from bitcoin, and the aspects of decentralization as well as anonymity are considered dangerous because, yes anyone can transact with bitcoin, and could be used for illegal activities ....

Theoretically, a country can ban anything they want to depending how centralized their power and political system is.
Take a simple tour through social studies and history and the list of things that countries have banned is quite long, from the ridiculous to the serious.

So of course, countries can ban bitcoin.

Now, the enforcement of that ban will prove to be quite tricky, due to the inherent technical specifications of the blockchain.

Blockchain technology is open source, maintained globally (miners, nodes, everything is spread out accross the globe), is p2p, and anonymous (depending upon how careful you are).

The addresses we use don't have our names, id numbers, addresses or anything.  In order for government agencies to catch the "illegal" use of btc and connect it to an individual, they would have to get substantial evidence through your online footprint that links you to an address.  All of which have very easy work arounds.

So I imagine rather than banning, regulations are more likely, specifically on how it is liquidated, like through exchanges and stuff.

There are plenty of countries that can do it, and there are also countries that can`t do anything, it all depends on the performance, thinking, and firmness of officials in the government agencies. But they are human, they have their own limits and capabilities.

The only way to stop bitcoin is by unifying the whole country, and all of them act hard or uncaring "like the one done in south korea yesterday" by closing all the exchange places in their country.

Every country can do it.
Bitcoin prohibition can`t be done completely, even if the whole country is blocking mining sites or exchanges.
This reminds me of some extensions (google or firefox extension, thor, dolphin or other) that can be used to access "blocked sites".

A country could do it, but there would be ways around it. I don't see any country actually outlawing it though anytime soon. More and more people are adopting it so they would lose out on business.
It wouldn't work, no matter how hard they try to remove Bitcoin it will not work.
People are not that dedicated to try to do that.

In my opinion with the advent of the internet it is practically impossible to stop something in the online world, i believe that completely banning a country can not occur , the only way to stop Bitcoin in a country is to place barriers such as taxes and laws.

The authorities of some countries can block access to different crypto sites and crypto wallets and limit trade using crypto currency. But people will find an opportunity to circumvent these prohibitions.

That is it. They can only ban sites and exchanges but people can find a way to access cryptocurrency no matter what.

The ban can only work if the ISP are fully loyal to the ruling government of the country, where every subscriber will have to pass through the government body to get data for browsing and fully be monitored by the government  but if am free to buy my data and use when and for what i like, then it will be very difficult to be ban.

I think countries will ban bitcoin for a short period of time.  I have no idea what that short time will be, but it will stay in effect until the powers to be have filled their coffers and then they will make it legal.  In the mean time they will create, test and implement systems and methods to tax any purchase or sale of bitcoin.  It is all about the wealthy, and government officials getting rich and then taxing everyone else.

With a lot of news around this days about some countries banning bitcoin and so on. Is it actually possible for a country to ban bitcoin or other altcoins? Or the news are just rumor from some people that want the price to deep so they can scoop enough of the coin at deep.

I don't think so, yes other country banned bitcoin but in such case like their crypto exchanges, and transactions in banks that is related in cryptocurrency that they regulates. But actually they can't deny the facts that bitcoin is actually ban because it continuous until no one got interest in it.

They can't ban bitcoin existent but they can ban exchanges but for sure it's short term process but in the long run they will regulated it again but with precaution ofcourse. Governments wants to make sure that their citizen are safe on their investment.

not that easy... its maybe possible to ban options to buy but not really to hold, you could buy it privately, as long someone has a pc and knows someone with bitcoin or maybe a printer and knows someone haha there is an option, without internet and electricity we had a problem haha

In my opinon it's really possible to ban any website or service, because they have block access to any website including different type of connections proxy, vpn's. But there would be services which will allow you to open certain websites, but if you are accessing the resource even with VPN it also can be the easiest tool to access blocked websites

Yes they can because as we can read on some news that there are already countries who banned bitcoin because its their government decision and no one can control thembut to obey them.

For modern people there are so many opportunities to find out the information they are interested in. It is almost impossible to close all loopholes to collect information. New technologies seep into the minds.

Technically, it's impossible to ban bitcoin totally. People can find lots of ways to access to blockchain and bitcoin system. This is not that hard. This is about using and utilizing internet services, that's it.

Governments can ban anything within their borders. If so, you wouldn't be able to legally transact using bitcoins without some penalty if you get caught. Perhaps there are dark markets where you wouldn't be caught, but this would severely limit Bitcoin adoption within that country! Any government can declare cryptocurrency illegal but it will have no affect since they cannot control it due to the decentralized nature

A country cannot completely ban bitcoin, which is now a global currency.
When a country bans bitcoin, you can go to other countries that are friendly to bitcoin, and that won't make a big difference.

I think it could be that a country is totally capable of banning bitcoin holders, and as long as it catches hold of bitcoin, the whole country is afraid to use bitcoin.
But a single country can't let bitcoin go to death, because there's always a country that recognizes the value of bitcoins, and BTC not controlled by any one country.

Yes, a country can do what ever it wants including banning bitcoin. It can immediately draw up laws and regulations banning BTC and making it punishable if you have any. Then even put people into prison for it.

As far as i know, bitcoin can only be ban if internet is stopped from working in such country. Because everything  about it is anonymous can't be traced.

They can't limit anything. People can find ways around their system though they can actually move somewhere else to break those limits.
