I think a link and the name of the author would be enough. The title of the thread would be nice as well. I see you're planning to purge notifications older than 7 days, but if it gets a lot of subscribers it might use up more disk space and bandwidth than want.
The first few lines of the post are quite unnecessary. You need to click the link to read the whole post anyway, so there's really no point in that.
I'll make it optional: either just a link, or full posts. I've added it to my TODO list.
I don't worry about bandwidth, it's only text. But I should stop updating all files if there are no changes.
I'm just having one problem (but others generally shouldn't have it) : since I have a weird and very short pseudo, my
notification page is full of posts not related to me, because they contain a crypto address or image address with "f2b" in it. TBH I don't really care but maybe you could add a fix to you To-Do list.
I think a workaround is on my TODO already: once I'm done, you can subscribe to quotes only, and not to mentions. Then you add "@F2b" as an alias. That means you can only be summoned by adding an @.
You can have your bot monitor
https://bitcointalk.org/index.php?action=pm and have users send a PM with subscription requests instead of posting here. When your bot reads a message, it can add a label and remove the inbox label, so it knows which messages it has read.
I'll stick with a public thread for now, it's easier

There are a number of 'cloud' providers that offer 'always free' instances of a small/micro server upon credit card and phone number verification.
I don't want to expose my creditcard to anything crypto-related. There goes my privacy

It would also be much more resource efficient to store your data in a database rather than a bunch of files. This will also make it easier to locate/query information when you are looking for something.
True, but I have to do with the skills I have, and databases aren't part of that.
Looking pretty good from here, and I actually like that it is hitting on 2nd generation + quotes, like a quote I was previously quoted in..
That's actually because it's not finished yet: I now simply search the raw post for any occurrence of the username. Interpreting quotes is more work, but once that's done, it shouldn't show 2nd (or 8th!) generation quotes anymore.
I don't think displaying parts of the messages are important, but just the thread title wold be good..
I'll make it optional

A "clear" button could also be nice, to "clear" my notifications page of all the read content and wipe it clean..
That won't work, as the page is published publicly.
I think it won't work with "edit", I guess LoyceV is scaping both the notifciations and the application form form the recent posts, that means that no edits are recored. You will need to post a new message with the right format to get it recorded.
You're wrong

I read all updates to subscriptions in this thread.
