The faulty EIP they are removing and the rest of the time will be used for testing purposes. i read on ethereum ANN page and people say it will delayed till end of february, didn't watch the video yet though. it's for the better that hard fork got delayed because a problem was found, it will become a huge issue if after hard fork there will be a problem on ethereum network.
