i just want to add that if you want to buy, you can buy little by little. i mean if you want to buy X BTC, buy X/3 right now and wait and see if the price rises or falls then buy X/3 and then again another x/3 the same way

Which paper is the best that the wallet data will not fade?

i don't think paper will not make any difference, any normal printer paper will do. it depends more on the printer that you are using. keep the printed paper in a safe place that you keep your documents.
and besides you can cover the paper with plastic which is called lamination.that way it will last forever.

You can send your bitcoin without fee and expect the tx to be confirmed in a reasonable time, if the inputs are old enough. For details, you can check https://en.bitcoin.it/wiki/Transaction_fees for the calculation of transaction priority.
i'm confused. it looks like, the tx has both input and output of more than 0.01 and it is 224 byte
how is it not of high priority?

Yes, that would make a faucet popular but I'm not looking for a lot of traffic right now) More into just trying things out at the moment. Not in a hurry) I'd rather have sites that stay up than closed down quickly like so many faucets seem to start with paying 500-1000 sats than you see them gone after few weeks or months.
it is good thinking but you have to remember that no one will come back for 20 satoshi. so you will only have one time visitors who will not come back

in main window after you log into your wallet, look at lower right corner you will see these options:
Download, Dropbox, ... Email, Paper

click on the one you need and you will receive .json file of your wallet (not .dat)

I have had a deposit into my old btce.com btc address which they changed everyones address in july and gave them new ones .Does anyone know how I can retrieve the btc from that old address into my new address as btce say they cant transfer the btc. Thanks any advice or help welcomed.
BTC-e customer service is the worst. i've heard a lot of complains about their lack of respond or delays.

i suggest you start with coinbase if you are in US otherwise use Blockchain.info
and if you can't make up your mind yet and do not have enough trust, just start with what i said BUT invest low and try out their services and read people's posts that are complaining and figure out for yourself if it is safe or not.
like the security issues that most ppl are talking about in BCI search and find out what they really are and don't listen to random comments on whether it is safe or not
