University Of Chicago Researchers Use Big Data To Predict Police Misconduct





In two Loop office buildings about eight blocks apart, a pair of University of Chicago research teams are analyzing big data to answer a thorny question that has become especially charged in recent months: Will a police officer have an adverse interaction with a citizen?

The team from the university's Crime Lab is in the first stages of working with the Chicago Police Department to build a predictive data program to improve the department's Early Intervention System, which is designed to determine if an officer is likely to engage in aggressive, improper conduct with a civilian.

The other team, part of U. of C.'s Center for Data Science & Public Policy, is expected to launch a data-driven pilot of an Early Intervention System with the Charlotte-Mecklenburg Police Department in North Carolina by the end of the summer. The center is working on similar efforts with the Los Angeles County sheriff's office and the Nashville and Knoxville police departments in Tennessee.

The NASA-produced video below helps explain what they learned when one of their twin Van Allen research probes passed through a shockwave from a Coronal Mass Ejection (an explosion of solar matter from the sun).

Scientists still have much to learn about the Van Allen radiation belts, which were first discovered in the 1950's. The belts are enormous, donut-shaped rings of charged particles that circle magnetized planets like Earth. They contain particularly dangerous forms of radiation, held in place by the magnetic field surrounding the planet, and swell and shrink in response to changing conditions in space. This activity may play a role in protecting the Earth's inner atmosphere from radiation, but it also poses a threat to astronauts and spacecraft that orbit within the belts.

Understanding how the belts work is becoming more important as the world becomes more dependent on satellite technology. That's why, in August 2012, NASA launched two Van Allen probes into Earth orbit.

Yep. God loved the good people so much, that after He had given the bad people dozens of years and multiple decades (at least), He decided to get rid of the bad guys to protect the good people.

God doesn't want anybody to die. So don't be like the people in the list. Rather turn to God and His salvation in Jesus. I mean, God is still God. Be upset with His ways if you like. But get on His side, because He is way stronger than you. And if you think you won't turn to Him because of better principles, you will lose, and you won't like it at all. ^^^^ It is wrong to compare Norway with the United States. Norway is a peaceful country with a population of less than 5 million individuals (out of which 95% are ethnic Norwegian). On the other hand, the American population amounts to some 320 million, including some 40 million blacks and 50 million Hispanics. Mexican drug cartels are not active in Norway, unlike the case with the US.

The comparison had to do with the amount of training, right? Are you saying that just because the USA has more cops, that we don't have time to train them?... or screen them correctly to see if they have what it takes?

Cops killed - I don't have the number right off the top. But, if you like the pay, and you hire on, expect to be killed. Harris didn't expect to die. And he shouldn't have by any means... not in his own driveway... not peacefully getting out of his car... not trying to communicate with a mad dog cop.

If we all hired on as cops, the situation would take care of itself. So let's do it by all of us arming ourselves, and getting rid of the police. I mean, if criminal cops are going to kill us for nothing, we might as well go down fighting the criminals.

Gun laws don't solve the psychopath problem, but it will atleast solve the availability of weapons to those psychopaths. The France truck case was a different case. Atleast the guy who fired on the nightclub wouldn't have driven the truck inside to kill. Without the availability of weapons he probably wouldn't have even done it.

I am not sure of those 2 places, but maybe the gun laws were implemented after a lot of guns being used ?
There will always be counterexamples. I am not saying gun laws will solve everything, but will atleast bring it under control to some extent.

The only way to implement gun control is with bigger guns.

Then, after gun control has gotten rid of the public guns, use the law enforcement guns to force increased taxes.

Supporters of medical marijuana have gained an important victory with a federal appeals court ruling that prohibits the Department of Justice (DOJ) from prosecuting medical marijuana growers and users if no state laws are being breached.


A unanimous decision by the Ninth U.S. Circuit Court of Appeals prevents the DOJ from using federal funds to prosecute those who grow, sell or purchase marijuana, despite the fact that marijuana is still illegal under federal law.

The decision has effectively upheld a 2014 congressional budget ruling that protects states from the DOJ if they try to prevent them "from implementing their own state laws that authorize the use, distribution, possession, or cultivation of medical marijuana."

"If the federal government prosecutes such individuals, it has prevented the state from giving practical effect to its law," wrote Circuit Judge Diarmuid O'Scannlain, member of the three-judge panel.

Ruling favors states' rights

The ruling is not only a significant victory in favor of states' rights, but also for 10 defendants prosecuted under federal marijuana laws who were seeking an appeal.

The 10 defendants – all from Western states in the Ninth Circuit's jurisdiction – were either indoor growers or medical marijuana store owners. The defendants will now be subject to lower court rulings determining whether they were in compliance with state laws before their charges can be dropped.

The decision should be viewed as only a temporary victory, however. Judge O'Scannlain warned that the ruling does not provide immunity from federal laws, and may be rescinded at a later date.

"Congress could restore funding tomorrow, a year from now, or four years from now, and the government could then prosecute individuals who committed offenses while the government lacked funding," O'Scannlain wrote.

But at least some legal experts view the court's decision as a major step towards marijuana legalization at the federal level. Steve McIntosh, a lawyer for one of the defendants, said that the ruling may represent "the beginning of the end of the federal war on medical marijuana."

Considering the fact that medical marijuana is already legal in half of the United States, and that four states have now legalized recreational marijuana use (with nine more states set to vote on recreational marijuana in November), it would appear that maybe it is time for the federal government to stop wasting taxpayers' money putting legitimate businessmen and ordinary citizens in jail for offenses that most Americans do not view as a crime.

It's been argued that the reason Norway police are so much more effective at their jobs than cops in the U.S. is because the undergo three years of training and learn to de-escalate situations, whereas cops in America receive only a fraction of the education and tend to react out of fear rather than respond rationally.

The statistics back up this argument. Every day, U.S. police kill more people than Norwegian cops have in the past ten years. Perhaps if law enforcement officials were educated differently, a deaf man named Daniel Kevin Harris might still be alive today.

According to WCNC, Harris was shot dead by a State Trooper in North Carolina this week. Reportedly, the State Trooper had attempted to pull over Harris' vehicle but for an unknown reason, the deceased did not stop. He instead drove to his home.

When both vehicles pulled up to Harris' home, they were both damaged. A neighbor, Mark Barringer, told the press:

"I was here in my driveway and I saw the highway patrol car come through and it was smoking really bad. About 10 seconds later, I heard one gunshot."

That gunshot was fatal. Barringer says he went to take a closer look after hearing the noise and found Harris in the middle of the street, just feet away from his front door.

Barringer commented:

"It was surreal, you just don't expect to see something like that. When the gunshot went off, it was scary."

Since the tragic event, neighbors have put flowers near where Harris took his final breaths.

While the Detectives say the State Trooper and Harris got into "an encounter" before he fired his weapon, neighbors relay that the deaf man was shot immediately upon exiting the vehicle. They believe he was trying to communicate via sign language before he was killed.

Barringer agrees that if police were taught to de-escalate situations rather than react on gut impulses, Harris – and likely Alton Sterling and Philando Castile – would still be alive. He says:

"They should've deescalated and been trained to realize that this is an entirely different situation, you're pulling someone over who is deaf, they are handicapped. To me, what happened is totally unacceptable."
