Official Statement on
2nd Contribution Period
I know there's been a lot of frustration and unhappiness regarding start of the second period of our RPX sale. As stated previously, during this first period, the cap was set at 1,000USD (27 NEO). At the conclusion of this first hour, the cap was lifted to 50,000USD (1,352 NEO). Consequently, many people who wanted to invest more, waited until the second period to invest more.
People who contributed NEO as part of block 1445025, were not considered by the smart contract to be part of the second period of participation yet. However, those that were part of block 144026, and going forward, were included. The reason for this is because smart contract timestamps are deterministic, meaning that it must output the same result, given the same input. In NEP-5 standard, the code used is:
uint now = Blockchain.GetHeader(Blockchain.GetHeight()).Timestamp;
Executing this line gets the timestamp of the PREVIOUS block, because that is the only way all the nodes can agree on what "now" actually means, since the current block 1445025 was still in progress. For everyone that contributed as part of block 144025, the "now" parameter was returned as 2017-10-08 13:59:50 GMT, outside the window of the second period. When the next block 1445026 began, the "now" parameter was then returned as 2017-10-08 14:01:44 GMT, which is within the window of the second period.
Regarding automatic refunds, we were unable to do this as a refund function could only be accomplished with implicit transaction outputs. The NEO blockchain was not designed to have implicit transaction outputs for global assets (such as NEO), because it would bring a number of problems and risk to the SPV protocol. After consulting with the NEO core dev team, the next steps for them are: NEO will provide a trigger mechanism, so that future smart contracts can refuse a transaction upon receiving a global asset transfer at a certain condition. This way, there is no need for refund, because the asset would not be accepted in the first place.
For Red Pulse our next steps are to focus on refunds. I understand the sensitivity regarding having your NEO tied up, so I'm prioritizing the refunds above all else, and personally working around the clock to process them. I aim to have these completed within a week.

As a matter of fact, I would like to tell everyone here that I failed in 2nd round of ZRX(0xproject) as well as Kyber.Network (KNC) but I never complained, why because my funds were not frozen/taken in their custody. I would not be complaining if my $NEO wasn't in their account for supposedly failed transaction. Let's see what do they come up with , and how they resolve this matter. They also have facebook & twitter for notification, but I cannot find their tweet or facebook msg anywhere saying change of plan in 2nd round timing. that's quite an explanation, thank you for such a nice comments and explanations empowering having read what you said, I would like to ask u if think that the whole process couldn't be better? couldn't they planned it better ? (Definite answer is yes they could, but they didn't expect server to crash, do they? what was the backup/scaling plan) ? I may not object on number of things , but the worst thing is my NEO is gone, and I couldn't take them to exchange and sell them for $35$+, and yet I have no certain date when I will get my refund if not $RPX . I may give it another chance to try another ico on redpulse, but if my 2nd experience for particularly refunds/unsuccessful participation is as horrible as $RPX ones, I might give up participating in $NEO ICO's I was in block# 1445025 and I didn't get my RPX tokens.

Me neither... I was in same block too meh ! at least got in on first round though... also waiting on refund for 2nd round The NEON wallet is third party and the release of it timing wise was fortunate (and frustrating for those that had spent time syncing a wallet) the wallet was a breeze to use for the ICO. They did release a guide and the guide did say the chain could take days to download- and they did provide the download to speed it up.. I have a feeling from twitter than many left it to the last minute...(days) but then in fairness people were not given that much of a heads up. The timing could have been better -and the communication... the server crashing when waiting for the Script HASH was a bit of a downer- but got resolved via work around quite quickly. It is frustrating that there seems to have been an issue with the "2nd hour" and it would be good to see what happened and see if there is an explanation- and a possible solution other than refund (should the situation even warrant that discussion) The refund policy one would hope that Red Pulse do address ASAP. As for ETH - having had a NIGHTMARE experience on many occasions with using it for ICOs and finally giving up forever after the Civic fiasco - playing "guess the gas"is no fun. The $1000 1st hour is a good touch.. I commend them for taking this route. The chain performed very very well...quick - very very quick and it didn't crash (unlike ETH under stress) Anyway... sometimes you win some and some time you lose some... lets see what they have to say first- and see how they (Red Pulse) deal with the refunds - for that you could have a grievance to air Apart from the 2nd round timing issue (?) the whole thing was rather painless (assuming you had a synced wallet/ used NEON) and sometimes despite all... shit happens - lets see what Red Pulse explanation is and how they deal with it going forward. I for one will happily use the NEO platform, and NEON wallet for many purposes in the future no doubt... it is very snazzy indeed IMO - and will become even more feature rich and user friendly in the future without a doubt. Looking forward to the Red Pulse platform to hit some of those road-map goals - and start seeing the analysis and contributors grow and also to see the tokens at work in the ecosystem. |

looks like redpulse is a team of inexperienced members (would appreciate counter comments / criticism)
1st-they released updated neon wallet in last moment, just few hours before presale , while I spend several hour downloading and syncing full wallet.
2nd- they don't care email going to junk
3rd- website down, and then they said they will email the hash, and emailed hash later on, nothing pre-planned properly.
4th- they changed schedule in run-time? means what else you want from them ? their slack registration was closed/still closed, there is/was no announcement for 2 or 3 minutes delay on twitter, via email, nor on facebook.
Now, they are going to hold my NEO hostage for several days / weeks, they will continue to earn gas against it too....
Ethereum is way better than this, at least if you are rejected, you get your eth back in no team.

What a BS you had ONE WEEK to be on time... and download GUI client don't blame it on Developers...You known that will be hard to get on that ICO and what conditions were ... you got mail in advance what to do. Don't blame them. 10/10 people managed get those tokens.... Why no complain? they announce NEON supporting redpulse ico few hours before ico, is it justified in your opinion? yes I got plenty of time, and I spent plenty of time downloading, and syncing full wallet/chain, only after that I discovered I could have waited and used NEON anyways to participate in ICO, you feel it's justified ? you are probably talking about the first round, and yes I myself got in into first round, the miss-management seems to be for 2nd round, was smartcontract even programmed? if yes, how could they delay it by 3 minutes when it's actually launched? |

you are confusing people that using the platform with the makers of the platform. NEO team has nothing to do with this mess. Red Pulse could automatically return but they were lazy/incompetent to program it in the contract because there was a whitelist involved. Stop screaming ethereum is better like a child, this is irrelevant exactly! NEO have nothing to do with it! RED PULSE team needed to program there contact in a way so that after a certain block it will not receive any more NEO or it will auto return it ! this make sense, and shows incompetency of redpulse team.......... |

NEO should have auto rejected transaction based upon conditions (smart contracts) as it happens in Ethereum based ICO, if you are not able to get into any ICO on time, and it reached it's cap, your transaction will be rejected and ethereum returned back to you automatically and that's done by ethereuem not the the coin being ICOed on ethereum platform. So, soon when people realize this, and understand this, they would be extra careful and not participating in ICO's based on NEO platform, as if transaction is not successful, their funds will still be gone for good amount of time. you have no idea what you are talking about and you are a big fudster. the contract does whatever you program it to do and the rpx team did not do it automatically because they have a whitelist. ethereum ico's don't have whitelists in the contracts usually. now stop fuding and go to another thread to troll. NEO has exactly the same capabilities as Ethereum for automatic refund. retard I know what I am talking about, and know exactly how things are done in smart contracts, I suggest you find examples for ICO's on eth platform where they heavily collected (more than 300%) $$$ beyond their mentioned cap, redpulse mentioned their cap as $15m, how it goes above that? and why are they saying they will now need weeks for refund? You are not qualified enough to receive further replies from me, go get some language classes or may be you need to consult psychologist . |

I don't think we should think of legal action. The cost of the process is too much to verify.
I believe two thinks should happen:
A. The RED PULSE CEO should deliver the RPX from his reserve and developer's reserve to all members of the ico at block 1445025. Those are the people responsible for the unprofesionalism and bad transparency.
OR
B. Otherwise we should notice the Chinese authorities about the specific individuals that belong to this project and are Chinese nationals. This is action is far more fast track than a court to be finished in some years.
I wonder were is the CEO of NEO to answer about this fiasco that happened on his platform.

Are you serious? It was very good ico! It had some flaws but it wasn't hacked like DAO! The second round was just for the lucky ones if you got in in the first one you should not complain. Great job RPX team and NEO! we are going to the moon now!
do you have any objection on points that I have raised? feel free to comment/answer my concerns. the ico / idea / project may not be bad, but worstly organized, couldn't be worst. Untill now, I haven't seen any ico changing like this. |

I have a problem...i migrated to the 2.4 wallet and received my 2.0 Gi. I tried to send my Giota to bitfinex and it took forever, i tried to reattach the tangle and rebroadcast but nothing. Today, i open my wallet and the balance is 0, with 0 transfer and 0 adress. The seed is the right one (the new one after the migration)...my Iota are gone and they don't show up in the wallet or Bitfinex.
