I believed what they mean by manual distribution is by examine each addresses and they send limited transactions per day. With that been said I want to advice the  OP and every other individuals that invest in the project.
No matter how promising or good a project vision, product and utility is you must not invest into a project which price per token is high than $1. Please always think of the possibility of dump in price of project after ICO.
Well, luckily I did not invest nor join their bounty campaign. I just join their telegram channel to investigate how these people make some drama in the middle of the distribution to maybe initiate an exit.

However, I am curious about what the community can do if they proved that this ICO is a legit scam?

Pity for those investors, they were scammed by these inhuman people.

Mas maganda siguro kung mag kaka trial period muna, kumbaga itetest yung mga telco na tumatakbo sa pwesto bilang 3rd telco player. Para sa gayon ay makita ng taong bayan kung totoo nga ba ang sinasabi nila. Alam naman natin na marketing strategy lang naman yang sinasabi nila e kaya mas maganda kung masusubukan ng personal.

Halimbawa:
From month ng december hanggang april mag kakadry run yung mga telco na gustong maging 3rd player sa pinas na itry yung internet nila sa various places sa bansa tapos pwedeng pumili ang publiko kung ano ang nagustuhan nila sa 5 buwan na yun.

December - yung first telco (kung ano name nun)
January - yung Tier One telecom
February - yung 3rd
March - yung 4th
April - yung 5th
etc

Itetest ng 1 month kung okay ba. Actually hindi pa nga sapat ang one month testing e kasi madaming possibilities na pwedeng mangyari.
Mahirap kasi na madaliin ang ganyan kasi mamaya nakuha lang ng marketing strategy sino magiging kawawa? edi syempre tayong mga user.
 
Hindi kaya masyadong tricky yung part na ganitong testing? Saka tama ka naman na kulang yung span na 1 month for testing, baka mamaya may anomalies at failure service kapag umabot ng ilang buwan. We are now living in the society that is dependent in the internet connection, kaya dapat lang na mabigyan yung bansa natin ng ganitong service.

Well, hindi malabong mangyari na mag susunuran na din yung mga iba pang university na mag iimplement ng blockhain education sa bansa. This will be the most important step in upgrading the educational system sa bansa natin since our educational system only focusses on a traditional basis. Kung dadami pa yung ganitong type ng vision ng school, maraming mga pilipino ang aangat sa buhay kasi nag improve yung kaalaman nila about sa technology which is one of the factors kaya umuunlad ang bansa. Secondly, they will produce a lot of people who have a high financial I.Q, hindi malabo na ang mga susunod na entrepreneur sa bansa natin ay puro blockchain geeks or developers.

This is a good read. And it must be promoted into the public. May awareness naman na ang governement natin patungkol sa cryptocurrency, that is why I am sure na maiintindihan ito ng governtment.

Signature Campaign nor different bounty campaigns should not be considered as way in earning to survive for your daily lives.

To answers your question, the only reason why the forum administrators implement the 1 merit for Jr. Members is to stop the bots as well as the spammers to take advantage in joining multiple campaigns, as it leads to so much spamming all the way around the forum. Di naman mahirap makagain ng isang merit, all you just need is a dedication to learn and contribute inside the community.

Reports in the Philippines isn't that big that it needs another mod, besides,Dabs is still active... Some of the posters there are probably just talking to themselves, or  a group of people from facebook bringing in their conversations here...

How can you be so sure that Filipinos are just talking to themselves and bringing their own conversation from social media into the the forum?

I do understand that 2 active moderators are enough in moderating our local section, but I think that moderating, moving threads and deleting posts is still not enough to improve our little section. We need cooperation and interactions from our own moderators.

Normally, moderators are deleting this type of posts. The purpose of this thread defeats the motive of the merit system.

Am I the only who noticed that when someone posted some nice/ helpful/ high quality post, people are just ignoring it? But if someone posted something regarding shit talks here it easily becomes a spam thread. It's just my point of view tho Grin

Hindi man lang napansin ng mga ka-miyembro natin, mawawalan na ba tayo ng pag-asa? syempre hindi kaso ang kailangan natin ngayon is atensyon niyong lahat. Sa ganito tayo magaling eh, doon sa Original post ng "Philippines Shitposter", madaming nagrarant regarding sa mga trato ng ibang members sa atin. Sa rant lang ba tayo magaling? kasi madaling mag-express ng mga sasabihin. Pero ang mag-isip for the betterment, mahirap bang magisip?  Huh
This is so sad for us Filipinos and it is somehow ironic. Ngayon pa lang masasabi ko na they don't really have any interest in reading these kinds of high quality post simply because they just do not care about the moderation suggestions that needs to be implemented in our local. Maybe because lots of Filipino member's account are created since before the merit system was implemented leading them to handle multiple high ranked accounts making them think that fulfilling quota post per day are just enough in order to get money coming from bounties. Since they are not affected when merit system has been implemented, they just post without realizing that they are affecting the quality of the forum.

It's  ironic and funny to think that lots of Filipino are being butthurt because of the treatment of people from other countries. Ang lakas magreklamo pero yung sarili hindi magawang mabago, they become butthurt when someone said that they post only for bounties but even themselves cannot change to how they post.

As for the Locked Topics

We need to communicate with our mods in order to clarify these things up. As per joniboni suggestion this might be a good work for our local to avoid making redundant posts and stop asking question that have been answered a thousad time. I am willing to list all the important and must read topic here in our local.

For crwth "Merit Application"

We are in a scarcity status of merits and I've seen a lot of post that has not been merited even a single one. I am sure that when someone merited these  people it will fuel up their minds and it will also serve as an eye opener that these forum is appreciating their kind little effort in contributing for the betterment of the forum. If you mind bumping crwth application every 2 days is enough.

And with regards to the off-topic posts, local board [Philippines] does not have any sub-section hence there is no rule that forbids people from posting altcoins related posts, posts about the forum (usually found in Meta), and any other posts not related to Bitcoin.
They are not off-topic. These locked posts are all about for the betterment of the forum, history/ people behind cryptocurrency, reminders etc. What are the factors that makes these post considered as off-topic? Roll Eyes
Maybe we can keep these threads open if there will be a sub section on our local where we can discuss forum matters?
I think our local section itself is enough since there is a Marketplace and Beginners and Help outside our local section. The only thing this we need to do for them is to help them understand what is really happening in the forum in the language they can also understand, this is also to avoid spamming/ posting in some serious sections in which they can't fully understand. It will just be another workload for our mods.
I think the main sub-board should not be exclusively about Bitcoin, finance or crypto, but also include anything related to this forums. Because it doesn't make sense to me when you are not allowed to post and discuss this forum in general (anything about merits, a guide to get merits and etc, especially if you don't understand English) in your own local board. I believe this is the reason why the Local board is created.
I absolutely agree with this. Not every Filipino have the capability of understanding a different language especially English because most of them have a language barrier. Sometimes I think that it is better to not create a new topic with such quality because I am expecting that it will be locked later on.

As I have observed in our local forum, low- rank members are now posting senseful contents which I think that they have been inspired by theyoungmillionaire, Silent26 (you), finaleshot because of their posting strategy. In effect, many quality posters are now making their move to initiate progress and to maintain the quality of the forum. But sadly, locking useful topics creates a neverending spoonfeeding among new members.

[Suggestion]
What if instead of locking a thread utilizing self-moderated topic is a very useful one. So that the OP will choose which replies that needs to be deleted, we can also reduce the spam posts. Less work for mods.

I've checked your Local Board and I realize there is no index thread for "good topics" (or did I miss it?). I think creating an index will be useful to make sure Philippines members can still access it or know that such threads exist, just like what we have in Indonesian board (https://bitcointalk.org/index.php?topic=2979183.0). Every member can suggest which thread should be added to that list, and the OP (probably mod?) can add it to the list. Mod can pin this index thread so it will stay in the first page.
Are you saying that this is a master list of all topics which are really useful? This is a good suggestion but it will need a lot of agreement in order to consider creating this topic. Do you have a mandate from mods before you created this topic?

Just four more good topics and anyone might think that I'm applying for Merit Source.

Sadly, many bots are still slipping through the cracks and many of them even earn from campaigns, which is further reason why signatures from Juniors should be removed or at least make them require one merit to become a Junior which would help a lot in curbing abuse.  
Then why theymos is still not implementing the 1 merit to achieve Jr. Member. If I am not mistaken, this has been talked about from the thread created by yahoo.

It seems like there is still no update about our candidate's application. By the way I found our applicant's application thread in about 4th page of the Meta and I'm bumping it. There will be no problem about it isn't?
My local board is still looking forward for Admin's acceptance for crwth's. I hope that he'll get accepted soon or sooner. Time doesn't matter, what important most is I hope he'll get accepted as my local board really needs him as a Merit Source.

We will patiently wait for up coming updates Admin.
May I ask if there is a hint whether our candidate is accepted or not? I am just wondering how this approval of merit sources works. Well by the way Philippine Local Board is transforming into a good section of our forum and it seems a large number of Filipino members are now opening their eyes about the current issues faced by the forum. They are now creating lots of quality post although few of em are just repeated topics but it's very minimal.

Ang root nito is "money" and "greed" nagiging sangkalan na ang forum ng mga taong gustong kumita at yung mga kumikita na, masyadong nagiging greedy and inaabuso... Hindi na ako mag tataka kung karamihan sa mga member dito ay galing sa mga Networking, yung tipong hindi tumitigil hangga't hindi na di-drain yung source...  
Simply because they think that earning cryptocurrencies especially bitcoin can make their lives easy and wealthy. They are the type of people who only care about themselves ignoring all things in their working place. Due to the commercialization of this forum lots of lazy people are thriving here because they think that they can earn a penny easily, unfortunately, it's not. It is sad to think that they the victim of their own crime.

The best way to do now is to let them abuse their Merits because I'm pretty sure that not too long, they will face their punishments. If you guys see anyone abusing Merits, it is much better to create a thread in reputation section about the abuse. What important for now is YOU guys are NOT abusing anything.
The time will come that they are going to decrease in just a short period of time. People like you who really stands for the betterment of the forum are really big help in finding these noobies.

Only you and Dabs are the only two respected members who can act as a Merit Source for Philippines Section for now so please, I'm sure that these people who were doing good won't become your pain in the head even though they ranked up. That's why I'm asking to you to award these people's effort for creating good contents with some Merit which they deserved Smiley
Agreed, we actually have one respected Filipino member who is applying as a merit source for our local board, If I am not mistaken he's/her BCT account name is crwth. If he/she is accepted, I think that our local will be a much better community. I think that if we have a more merit sources lots of Filipino members will be inspired to post with such quality because they will get worried if there are some member who really cares about their post. It is an amazing feeling if you received merit from other members because you can to yourself that there are some people who really appreciate your contribution even if they are small. It's just my opinion by the way. Kudos mga Pilipino, huwag natin hayaan na idegrade tayo ng ibang lahi. Let's prove them that we can communicate to them in such a good manner and prove that we can give contributions for the betterment of the forum

Give me a few minutes and I will find the PM someone received from theymos where he says that he is developing a system to automatically prove you own an account with your staked address.
How long will it take to be implemented? I hope that this system will work when the new bitcointalk forum has been launched. Sending PM thru theymos and Cyrus really eats a lot of time.

Do we need to consider buying pc monitors if you bought and build few mining rigs? Or 1 is enough?

May kaibigan ako na bubuo sana ng mining rig at ang budget nila ay 3M which is a total fund of 4 persons. But then I doubt  that. Will they become successful? Sulit kaya?

PS: They did not continue their plans because of certain circumstances.

Hmm, I also noticed this kind of activity in our local section especially some post from theyoungmillionaire, CatchSomeAirdrops, Thirio, yazher and you have been locked causing it to be found in the middle page of our section thus making it hard to find and read. Every day there are lots of new registrants of members here and they tend to ask a question which has been answered a million times, we cannot spoonfeed all the answers they want, that is why it is better to leave all the useful posts open from replies to make it appear always in the 1st - 2nd pages of the local section. Here are some suggestions that might work.

What if we should be using the "self moderated" option when we are going to post some useful content here? In self-moderated topics, the OP can delete replies. In an instant we can moderate all the spammer who are going to comment some shitty replies to avoid producing spam or mega threads. In that way, we are helping our beloved moderators to maintain the quality of our local. It is only a suggestion. What about you?

Advisable sa beginners ay 1-2% per trade. Para sakin maganda start muna 1%, then increase to 2% or more after may kita na to avoid accelerated drawdown in case na magkaroon ng series of losing trades in the beginning.
I find these interesting, I have a question since I am new to trading environment. Ano po ba yung tinutukoy niyo na 1% or 2% per trade? Ito ba yung percentage ng profit para magsell ka? I mean if you gained like 1% to 2% you can now freely sell your invested coin to make good gains?

Position Size - bali eto ung amount na iaalot mo sa isang trade. Yan ung formula, ung image sa baba.
Mandatory po ba na gawin ito sa lahat ng trades? I see it as a complicated method if we do it in every trade just to determine the risk involved.

Risk to Reward – eto yung measure ng profitability naten sa trades. So sa example trade naten, Entry at $6 , stoploss at $5 (-16.6%) at target price na $16(+266%)

If you are browsing every day in Beginners & Help Section, there tons of queries out there posted by Low-Rank Members. If you spend some time reading each and every reply in the thread you will notice that there are some High Rank Members who are constantly answering their question.

It's just that they are continuing to clean the entire Section by commenting to newbies to avoid spamming activities.

Well, further in the same spirit. I understand that the offer is fabulous but I think it will also help from the influx of stupid questions.
But then there is the view that topics should not be posted in all sections because section altcoins every second will achieve the rank of member for 2 weeks.
You are not helping the forum to change to a better one. You are likely tolerating the number of users who had gone into shitposting. You are just promoting on how to make tons of shitpost rather than having a few posts with quality.  Huh
