This is not always true.
Your activity is updated every 14 days, because your number of posts you have made is much higher than your activity. That's not the same for all the users.

The activity takes up to an hour to be updated. But you cannot get more than 14 activities in a two-week period and that's why your activity is updated every 14 days.

If a user makes 1 post per day, the activity will increase 1 per day.

Activity = min (number of posts, 14*number of two-week periods that you have made at least 1 post)

He don't have a special pass, infact no one has a special pass here. 
Unfortunately , there is no rule that troll is not allowed, so the best way is what you did , that is to put him on ignore. There is no direct accusation like plagiarism etc against GP which may lead to ban, hence we have to " WAIT"

Tolling is not allowed. This is the rule number 3.

3. No trolling.

The problem is how to prove that a person is trolling.

However, trolling isn't allowed. If a user is habitually posting obviously false nonsense ("obviously false nonsense" to an outsider, NOT to someone who follows or is involved in the discussion) just to stir up trouble, then it's considered trolling, which is prohibited. Such cases should be thoroughly documented in the report though (There are tons of reports that just say "trolling", but moderators don't have time to look through each user's post).

Another problem is that rules don't say anything about punishment for trolling.
As I already said, the rules are not clear. Not only for trolling, for spamming and multiple posts in a row too.
We need more clear rules that say how many times a user can make multiple posts in a row without he is banned.

Yes, such questions should be asked. There are lots of questions on "Bitcoin Technical support" that should be answered even if they had been asked before. There are some high-quality posters like you, BitCryptex, ETFbitcoin, BitMaxz, LoyceV, achow101, DannyHamilton, HeRetiK and o_e_l_e_o answering such questions and we should thank them as they help the forum reach one of its main purposes.

My question was about those who ask questions that can be answered very easily like "What currencies are accepted" not technical questions.

There are many newbies and even some users from higher ranks asks some questions that could be easily answered.
Such question are probably asked only for increasing post count. Because they can be easily answered by a simple search. Should such questions be considered spam? Should we report them? Or we should answer them?
There are always many posts that I hesitate to reply them because I think I would encourage spam. Sometimes I report them and sometimes I ignore them.


There are many examples. But I don't quote any post here as my purpose is not accusing users.  

I mean posts like following examples when the poster does not bother himself to visit the official website of a gambling website or an ICO/IEO.

What cryptocurrencies are accepted?
Can we bet on champions league matches on your site?
What is the price of tokens at ICO? When will ICO end?


Also, assume that there is a discussion about the new bumping system and someone asks what is the new bumping system. Should I answer such a question or I should report it?

I just received an email that offers 1500 BAT tokens for installing brave browser.

There is google form for claiming reward that contains address of a fake website.
According to whois.domaintools.com, the domain has been registered just 10 day ago.
The official website of Basic Attention token is https://basicattentiontoken.org/ and any other link is fake.

Be aware of these scams.

I remember when the issue was brought up before, but I must say I've never had it affect me.  I guess I've never been tempted to refresh the merit page for whatever reason.  When the issue came up last time I thought that maybe theymos could add a script to close the tab right after hitting the send the button.  I don't know how difficult that would be to implement, just a suggestion.
I don't think the implemention of your suggestion is difficult. Because now there is a same thing in "report to moderator" page. After you click on "report" button, you navigate to the board containing the reported post.

I do but his time I wanted to have some conversation and wanted to get the attention of the mods (again). He is breaking rules which is not top secret and also harming the community but yet I never seen any ban to apply against him.

I doubt the administration wants to throw the ban hammer for a multiple post.   But if they do it repeatedly, and you keep reporting the posts, eventually they will be banned. 

We need more clear rules.
All of us know that plagiarism will lead to permanent ban. But the rules regarding spamming, multiple posts in a row, insulting, etc. are not clear. Unclear rules can lead to different behavior from different admins and moderators toward different users.

The rules should be clear.
X times multiple posts in a row = Y-day ban
If X % of your Y last posts are deleted you will be banned for Z days.

First method:

The problem of this method is that you have to make the original post again and it's too time-consuming especially when there is a photo or a complicated code.


Second method:

Quote a post in a topic which is not locked.
Then you should change the url.
Change the number exists after "quote=" to the number you see at the end of the url of the post you want to quote. (Don't change the number exists after "topic=" or you will get error.)


Using the new URL, you can quote the post in the locked topic. But the problem is that clicking on the quoted post will navigate you to a wrong page.
For solving this problem, change the number exists after "topic=".


Using this method there is no need to change the username of the poster and Epoch timestamp


Using the second method I could quote the post made by Theymos in a locked topic.


Being primarily a text-based forum, it's not surprising that there hasn't been much original bitcointalk.org art, but I've always thought that this has been a bit of a shame. Therefore, for bitcointalk.org's 10th anniversary, let's have an art contest!

Prizes:

However the new bumping system has caused spammers to no longer be able to bump the threads, there are still many newbies spam ANN threads. Project owners are trying to have an active thread and there is no doubt almost all of them are scammer.

Right now, it’s not possible to quote a post from a locked topic because we can’t reply. Quoting from locked topics could be useful sometimes to refer to a normal quote like it’s possible for every unlocked topic. I know, it’s also a solution to just quote the text and add a link manually but that wouldn’t include the date of the quoted post and need more time to type the author, especially for multiple quotes.
I am in favor of enabling quotes in locked topics. But you can use epochconverter for adding the time of quoted post.
Enter the exact time the post was created and click on "Human date to Timestamp" button. Then Epoch timestamp will be shown.

Talking about the signature campaigns, I think it really up to the dev and the manager who is managing it. They are spending money to get exposure for their business or product whatever it is and they should have the full right to chose what they want keeping the forum interest in mind.

We really can not force them to do certain things that may lose their interest to advertise in here too. It always has to have a balance and I think we are not doing bad in it so far.
Why can't they be forced to do that? There are countless forum rules. Another rule could be that signature campaigns may not require a minimum number of posts.
I only remember the Yobit campaign some time ago where they intervened, because the conditions of the campaign led to massive spamming.
I don't agree with you. I think minimum number of posts requirement is needed.
Assume that there is no minimum posts requirement. What if there are many users who make only 1-2 posts per week while the campaign needs more active participants?
Be sure managers will likely remove such participants as they have the right remove anyone. So it's better to more clear rule.
I think the better solution is to have a limitation on maximum number posts. (the maximum number of posts that are payed cannot be more than X.)

But, it might be needed to make a new self-moderated thread to delete the posts that are made by junior members and above ranks. Because there are many spammers in "Bitcoin discussion" that will probably make posts without any attention to being a newbie requirement.

I’ve started to search a bit deeper around the forum lately to look for people who don’t get that many Merit’s. I’ll always Merit reputable members when they make a good post but I think it’s important to help lower ranked posters rank up otherwise we just have an exclusive old boys club of Legendary Members & nobody else gets Merited.

Try to send at least 1/3 of your daily sendable merit’s to deserving low ranked accounts.

My monthly allowance is a lot less than some of you guys, Loyce & suchmoon etc but I’ll do my best for the forum to spread the love around a little bit.

Merits should be given to posts without any attention to username of the poster, the rank and number of merits the user has already earned.
If a legendary member makes a post and receive certain number of merits, equal number of merits should be given to a newbie if that post had been posted by him.

I had made a topic in Gambling discussion board regarding Different odds for a same bet in sportsbet.io
I asked about the odds that have same outcomes but have different odds.
For example, Romania and Sweden will face each other tonight.
The odds for draw are 3.20 while for "Any to team to win? No" are 3.05
The odds for 0-0 are 7.40 while for under 0.5 are 8.91
