As you read all replies above they don't bother if who you are and where you from, anyone can make an account there but you have the responsibilities to make your account secure because as they mentioned from their faqs they don't store any information like password or your wallet ID, () the one you used when logging in or any confidential info from you except your email address I guess, so they can send you email/s whenever you contacted them. But when you lost some of the necessary information to secure your account like the seeds, account password, wallet ID then they can't help you out there.

Yes that's true, they said that they don't store any information so they can't view your total balance and can't send on your behalf. But there are circumstances before from blockchain,info users that their balance was deducted even they secured their devices and no one knows their login information on that site and it's not even a bug on their system tho it's like an inside job but I don't think if it's true but there are some issue already about this so...
If I were you just don't use any web wallet and stay in a secured wallet like electrum desktop wallet and install a strong antivirus into your device so you can assure that you are safe and it's your responsibility to secure your wallet

That's nice that you recovered already your coins, if I were you just make a new bitcoin wallet then transfer all your coins there from your old wallet. Or store it on secured desktop electrum wallet for more safer place.

Download electrum client and go import your private keys there the one on the privatekey.txt which begins '5', 'K' or 'L' and you can see those bitcoin once imported. Just go on electrum File/Restore/Standard/Already have a private keys/then paste the one on your privatekeys.txt

Since OP and I lives in the same country and I can say that's the method I used also when I'm going to convert my bitcoin to fiat. It seems like, a bitcoin debit card but there's no actual card when you withdraw using an ATM machine, they will send an SMS composed of a 16 digit code like a debit card have and a 4 digit passcode like a pin code. And you'll just input it into an ATM machine and withdraw.

Are you sure that it's 12 word seed you input there? If you're creating a new wallet, just go on File>(wallet name)/next/Standard wallet/Create a new seed/Next/put your password/. Just like that and finished.
