Sorry. Us earlier folk learned from instawallet. Never trust your private keys to anyone. Blockchain wallet is fine because it decrypts it only locally.

First check it wasn't a rejected transaction

If it is

The problem is that all the transaction inputs came into the wallet from one single transaction out of an offline wallet.  So each transaction depends on the previous one, etc.  The blockchain isn't keeping up with how fast your spitting out withdrawals.  

Also

Starting bitcoind.exe with -rescan
Re-installing Bitcoin with the latest client version
Deleting everything except the wallet.dat and re-getting (re-retrieving) the blockchain completely.

If that still fails load a backup wallet or check your original transaction and try pushtx

Pretty much what Sality said and you can't use paypal or you will get chargebacks so the only real ways to do it are Cash
Wire Transfer or Online Banking between accounts if you know the person well enough
That or try to get bloody verified which is a giant PITA
