Looks alright, can't tell much with the username/pass blotted out, but I'm guessing that's the issue. The username/password should be for the worker, not the account. Most pools default to your username.1 with a password of x, which would be in my case " -u TheSpiral.1 -p x ". Shouldn't be any account details in the command, just a worker.
There's plenty of ways to keep the system from cooking in CGMiner. From https://github.com/ckolivas/cgminer Notable heat flags: --auto-fan ; for automatic fan control --gpu-fan [min,max] ; sets range for fan speed in percentage. Example: 85 (would set fans to 85%), 50-95 (would set to 50% to 95% depending on temperature) --auto-gpu [min,max] ; like above, just for core clock speed of the card. For example on a 7850: "900,1050" would set the range from 900 to 1050 depending on temperature.
As I read I need to compile cgminer with switches it doesn't work directly or am I wrong?

The pre-compiled binaries for Windows don't need to be compiled with the specific flags. They should all be included in the binaries. If you're compiling them yourself, you 'can' choose which flags will work or not.
Also, if you're mining LiteCoin and using GUIMiner , it won't work unless you add --scrypt in the "Extra Flags" field. You can't mine for Scrypt in a SHA256 client unless you tell it specifically. GUIMiner-Scrypt is designed specifically for Scrypt coin mining (LiteCoin, FeatherCoin, MinCoin, etc.)
If you're downloading something called CGIMiner, it probably is a virus of some sort. CGMiner, though, is fine. When in doubt, could always compile it yourself from https://github.com/ckolivas/cgminer
