Do you still have Bitcoin Core running in the background or not shutdown completely?  Do you see a "bitcoin-qt.exe" in your windows task manager (press CTRL+ALT+DEL once to open it)?

Yes it's still running but just stuck on a task bar, it won't load a wallet. I can shut it down but when I start, it just verifies blocks and freezes.

Do not shut it down without closing it completely, if not, it could result in a corrupted database, you have to reindex if that happens.

Backup your wallet first. You can delete its %appdata% folder, registry key and reinstall it. What is the specs of your computer?

What kind of regulations do you have on mind? Do you want bitcoin to bring in line with other payment systems?
Something like adding identity information to bitcoin transactions and making it possible to blacklist funds?
This would kill Bitcoin's price, people would just dump it, so it's not gonna happen. The devs know it that's, and stuff like confidential transaction are being developed so expect a Bitcoin that only gets harder and harder to track down as time passes. Thought luck for the regulators out there.
It is already possible to blacklist funds, with point of sale like bitpay which keeps a database of the blacklisted coin. It has received negative attention as in most cases, the blacklisted coins isn't related to the current owner. People can just use another POS or create their own wallet to use, reducing the need to use any POS. regulations would help with the bitcoin growth as people would perceive it as being 'legal' since it is regulated.

A good dice game strategy is martingale if you have unlimited funds, which you don't need to gamble in the first place. unless the casino implemented rng poorly and causing the results to be predictable, there isn't a way to generate guaranteed profit.

PPS takes a huge amount of fee as it pays you before a block is mined, eliminating the bad luck factor. P2Pool is a distributed pool which allows users to run their node but the hashrate is low and offer lacks features and stability. PPLNS is undoubtedly the best choice as it has low fees and many pools support it.

Could anyone send me a copy of blockchain or tell me where I may be able to find one. I feel that this may save power from my internet and laptop as verification of blocks can be done offline. i recommend use a light-wallet which dont sync full blockchain (if you don't need full blockchain). light wallets (electrum & co) still are very secure and NOT CENTRALISED like blockchain.info or coinbase..

But although blockchain is centralized, isn't it only unencrypted in your browser, so I'd they were hacked, you wouldn't lose your bitcoin, only if you yourself were hacked?
Blockchain itself is decentralised. BLOCKCHAIN.INFO is a centralised SERVICE. They store encrypted private key on their server and send the encrypted private key to you when you submit a request or submit the correct 2FA. If they were hacked, you could get hacked too, depending on their algorithm. Additionally, they have a lot of vulnerabilities in the past.

The risk of Bitcoin address collision is approximately 1/2^160 address generated. It is more fesible to solomine using a celeron than trying your luck at making an address collsion. You can probably find an address collision if you build billions of ASICs specialised for such operation together with the computing power of the entire world and two suns. However, weak/flawed RNG can cause the address to be predictable. See this, this and this.

If your current country electrecity's cost is cheap, you can try invest it on hardware.
But for me, it will easier to buy some bitcoin and altcoin directly into exchange and you can start trading now rather than buying hardware
The risk is still quite huge. Unpredictable pricing and difficulty can be the main downside for this. Lots of space is required too.
