These ICO scams are indeed regretful. I don't want to advocate scammers but it might be also the fault of their management team. Lots of them don't have contingency plans for drop in cryptocurrency price, not reaching a soft cap etc.

From point of view, price action is probably telling us that we have just hit the bottom around $3250 - $3400. The downtrend seems to be exhausted and I would expect a short term oscilation around $3800 mark.

You can use https://tucsky.github.io/SignificantTrades/#Which basically shows any large trades happening on various exchanges, if you go to settings you can configure what thresholds you want to see. A little disclaimer, this won't always help you. Because most large whales use hidden orders and they break down their trades in small batches not to get detected. Also you have no idea if someone is longing to open a new position or just cover a short. Oh, this is a piece of a good work! It will probably not help in trading but it is nice example of a clear and understandable 'web app' design. Kudos to the creator(s)!

Going into 2019 for short or medium term gains what is best to go after Coins that had bull runs in the past or a lot of attention but have dropped greatly in price (eg verg and Dodgecoin) or low cap or new coins and hopefully will grow in the future
New coins will have much more difficult starting phase since they very probably raised less capital than projects in the 'golden rush'. There are also very promising projects from the past that once were really high in top cryptocurrencies (ranked by marketcap) such as SHIFT.

Your question is suggesting an answer. There is a demand for reasonable ICO regulation, and I guess it comes from both investors, and companies. Everybody would rather invest in institutionally stable environment. However, as we see in common financial assets, rempant regulation leads to lower profits, more bureaucracy and even moral hazard.

Hey, I am thinking about accepting cryptocurrency payments in my online store
unfortunately, bitcoin would show my balance and transactions.
I have since been looking into just creating a token/cryptocurrency for this task.
are there public tokens that would offer me and users some privacy? ERC-20 doesn't offer privacy, but would building a coin on NEM work for this?
Why do you need to 'create a token/cryptocurrency'? If you took advantage of some existing cryptocurrency payment gateway you wouldn't have to bother with generating new addresses for incoming payments, reconciliation of underpaid orders etc. You may want to simply recycle existing solution instead of creating a new one.

Hello, I need to transfer fiat currency (EUR or USD) between two exchanges. Currently I am using SEPA bank transfers for EUR, but require 3 days. Do you have any suggestions to reduce fiat transfer time? I am open to external tools/apps able to work integrated to major exchanges.

So called 'stable coins' may be an elegant answer to your question. Read more about Tether (USDT) or USDC. Although some community members have very sceptical opinion on these stable coins, it might serve you well for fast transfers.

Is there a way that I can know if some whale has just place a large order in any exchange in the world without a need to check all them every time, is there any indicator?
I would use API of your desired exchanges and developed such a tool on my own if I were you. Although it may sound simple (make connection to an exchange, scan volume of buying and selling orders every 10 second, compare current volume with previous volume, if increased by x % - trigger an action), you will have to do lots of tweaking and probably some trial/error experience.

Recently, taking into account the downtrend of the crypto-currency market, margin trading has become popular. What is the first thing you should pay attention to in this area? What materials should be studied before starting?
Margin trading is quite simple and easy to understand. However, a trader must get used to x times higher volatility of their open positions. It also raises capital requirements for the trading compared to a non-margin trading.

These quotes don't say anything (I'm not blaming you for choosing them, it is G20 leaders don't have anything new to say on cryptocurrencies). It looks to me like they are still strugling with difference between crypocurrency and blockchain technology since some of them use these terms interchangably. I also think nodoby of them wants to break the regulatory vacuum around crypto assets.
