It's just people are emotionally attached to btc like it's a gold among silvers, just like usd to other currency, people tend to save up their money in form of usd when something bad happen.

Some altcoins use blockchain technology but technically blockchain is not bitcoin. Bitcoin is the name for the coin itself.
However, there are altcoins that use ETH tokens ERC20. For those, you can say altcoins from ETH I think.
