can they still send merits?

I saw some of account here appealing for their banned account. i just wonder, can they still send merits to everybody even though their account is already banned?
If not, then what will happen to their gain merits during the time that there account is still active.

In addition, they can still receive merits while they are banned and their merit score/smerit score will increase in this time - they can't spend smerits while banned though as mday says.

If account banned they can get merit if someone give merit on his/her post. But he/she will not be able to send merit. His/her merit will remain unused.
