Its here: https://github.com/PascalCoin/PascalCoin/releases
I didn't try to sync from scratch, but it should not take too long, as it uses Safeboxes to sync fast. Not 5 minutes as it often claims, but maybe up to an hour, depending on your hardware and network connection speed.
