Careful with debit cards, as i explained here (https://bitcointalk.org/index.php?topic=1008503) , i got charged roughly 13% of the
amount i withdrawed from account. Its Skrill USD debit card, yes, but the fact is that those local ATM fees are the same woth for skrill and bitcoin debit cards, so just take care.
I consider this to be insanely ridiculous.

Neteller seems to be a really good option now.
Deposit: 0% fee with bitcoin.

You just add virtual CC or order a physical debitcard and you proceed to use it.

edit:

The fees are really high to cashout with ATM.. etc

Also, I think OK pay also can provide a card and you can fund their wallet with BTC.

One negative is the website says it takes 1 business day to charge the card once BTC are sent in.  
I think it would be better (less risky) to be able to hold btc on your phone and wait to charge the debit card until right before using it for a purchase.

We have been trying! But the WageCan site appears to be broken and we keep getting error messages trying to log in. Tried different browsers to no effect.

I heard Bit-X MasterCard is very cheap & has low fees
Is that true ?

Also, is there any other Debit Card which don't need identity verification
Just like Bit-X
