Reading another post from above, if gravity keeps sea level, level, how does a carpenter level work.  If you had a carpenter level long enough would gravity bend the level to keep it level?  This is the stuff that does not make sense to me.  I don't think gravity can bend water.  But that is just me.

There is the scientific theory of gravity and the law of gravity.

This went down hill really quickly after I asked the question about water seeking its own level.  Everything I have learned, been taught and believed is that the earth is a ball.  But, I still cannot get water to stay on top of a ball no matter how hard i try.  I am not a scientist, or mathematician, and cannot argue with you (actually I don't want to argue with you), I just can't figure out how water could stay on top of a ball.  If it is because we are spinning, that is confusing also, because spinning causes things to fly off, not be drawn in.  Ok, i have embarrassed my self enough.

Gravity acts toward the center of mass. If your ball was outside of the earth's gravitational pull and sufficiently large that any water you put on it was negligible in mass compared to it then yes you'd have no problem getting the water to stay.

The reason the water doesn't fly off the earth as it spins is because the force due to the spin is miniscule compared to that of gravity. To get yourself flung off the earth it would require the earth to spin about 17 times faster than it does (a day would be about 1.5 hours) and then that would only be valid at the equator.
