Well if this works, as far as i know, similarly to bitcoin difficulty retarget, we will have more miners as it's more profitable, so mining cost could reach ico price and over..

market price is main driver, it moves the cost of mining, not the other way.. this worked on bitcoin for the first period.. now it's different Smiley
