The article hints at how Bitcoin is similar to how the Internet was in the late 1980's but then it goes the completely opposite way and ignores the exact same forces which helped shape the Internet into what it is today. Bitcoin is complex. Bitcoin is technical. These are valid concerns and obstacles to mainstream adoption but they are not insurmountable. Fundamentally speaking, the Internet today isn't that much different from the Internet of the 1980's but now we have services built on top of it which appeal to both men and women. The technologies underlying the Internet stayed mostly the same on a purely protocol level but businesses saw the potential of the technology and built services around it therefore making it what it is today.
The blockchain technology is good. It's the services that haven't caught up yet. Women currently outnumber men in social networking sites (60% vs. 40%) and the gender distribution of men and women is now almost equal in the wider Internet (47% vs. 53%). If Bitcoin is to achieve widespread adoption, then it must first become more accessible and user friendly. If the technology does turn out to offer concrete benefits over established methods then we should see adoption continue to rise as services adopt the technology and as a result, shed much of its speculative nature and political connotations. Bitcoin will become more and more like the Internet today (or even more like fiat in the sense that it will be equally ubiquitous*) while still retaining its decentralized qualities.
*When implemented correctly, Bitcoin will be on par with debit cards in terms of convenience.

Only over 10% of the female population? That would mean that law enforcement is extremely ineffective. I expect 98% at least! Maybe we should put those few existing Bitcoin gals in charge of the prosecution. They will know all the hideouts. In addition we make a positive impression by empowering women. ya.ya.yo!

So, just as most stupid reporters that talk about "inequality" and other collectivist drivel, they would likely want the government to step in and do something. What do you believe the punishment should be for women who do not use Bitcoin which would satisfy the reporter's thirst for government power? Maybe the government can force the "Bitcoin CEO" to stop checking IDs of people who want to get involved in bitcoin? :-)

I don't think penalties are a good thing. The next politician could intruduce the same thing with his scam coin instead.
It's better to reward buyers with discounts instead.

First of all initiative must be taken from government to exactly give the brief ideas to women that what exactly bitcoin is ?? There must be awareness programmes to be held by govt which gives the clear picture to women about the bitcoins once they are aware they will be used to it.
