I think your title is not saying every thing because you didn't mentioned about post quality and whether you can sign message or not. Maximum posts done in which section. These will help to bid the correct price for the account.

I think you need to edit your topic... I guess you're selling a jr. member that can be a member in 2 weeks (not a full member)... I think you skipped one rank Or does it have enough potential activity to become a member right now, and enough potential activity for a full member in two weeks?

OP just send me message and when I asked about post quality he said he will wait for few more days to become full member and he will join some signature campaign to earn more. So I think now no need to bid here and can close this thread.

1) This is not an auction. Only auctions have BINs. If you want this to be an auction then move it to there.
2) If I wanted to pay 0.02BTC then I could get a normal Member account with activity nearer to 120 than 60. Why would anyone buy your account if they have to post for 2 weeks and then it becoming a fresh Member?

You have to deduct the cost of waiting 2 weeks.
