I think Milan is declining in form currently, because if you look at their recent matches, they did not perform well neither were they able to get good results, and that has cost them a lot. Being evicted from Europa, and also using them to celebrate Inter's victory this season is not a good record.

Milan has not been able to win a any of their last four matches in all competitions. That's a very bad stat, considering the fact that Sassuolo is one of these teams, but they only managed to get a draw from them. They even almost lost that game.
This is a team that has just gone on a seven matches winning streak  before they lost to Roma in the Europa League. It's bad enough that they couldn't get a goal against Roma in their own home. In the second leg of that match, Roma got a red card early on in the match yet Milan could not capitalize of that.
This season they have not been as attacking as I would like. This their recent form is something to be worried about. Hopefully they don't take this kind of form till the end of the season and into next season

Yes, the title race in Serie A has basically been less competitive over the past few seasons too because after all, the title-winning team can always claim and celebrate that scudetto title when the season still has a few matches left. But nonetheless, at least Serie A has a different title-winning team each season and as such, at least Serie A remains interesting because no team can truly dominate the league, or no defending champions can defend their title. Intermilan was showing its worthiness as a winner of scudetto this season. Things have been changing a lot compared to the last season. Any improvements being made by the club have been successfully helped intermilan to get the trophy this season. Im only feeling so amazed with how simeone was always formulating cheap squads but this squad proven to be very effective in helping intermilan in winning the trophy. Its rival wasted a lot of money and still being trophyless. This is the specialization that doesn't even owned by other clubs in serie a.

Frosinone was able to take a point against Torino. That was a little surprising to me, to be honest. Because Torino is definitely a lot better compared to Frosinone. I think everybody expected Torio to win this match. But the match was actually close and not like it was easy for Torino to keep the possession throughout the whole match or even throughout the majority of it.

I don't entirely agree with your thinking, the championship until January was quite balanced, just think that in January Juventus was first in the standings, from January onwards, however, both Juventus and Milan dropped the pace and Inter promptly took advantage! Finally we too can show off the second star on our team crest. I'm sure they will end the season with just 1 loss. I don't see them having a strong team that can beat them. They have confirmed the championship title. I'm sure Inter will do a lot of experimenting with their playing tactics next season. They didn't have any motivation for the rest of the match. So of course they have a chance to lose if they play a lot of substitute players. But even with such a scenario their chances of losing are still very small unless they meet Ac Milan, Juventus or As Roma.

Juventus lost control in this Scudetto race very quickly since the year of 2024 beginning. Before that, as you said, they competed fairly well with Inter Milan and  I did not imagine Juventus will easily to fall down like this. From a tight race with Inter Milan, to lose a second position to AC Milan and now even can lose their third position to Bologna, there are many quick and big changes within few months of 2024.

Risk to lose a third position is actually existing for Juventus and they must pay more attention on Bologna. 2 points more than Bologna is not a safe gap for Juventus and it can be covered after one match.
