We won't even know what files are up on the network nor will we operate the network as it is fully distributed mechanism operated by its users. Similar to bittorrent in this way. The content on the network is encrypted. Yes there is possibility of gateways where the content can be filtered but core network and reference client will stay the same. DECENT is open-source so anyone can build applications on top of it based in manner how DECENT Network works.

This can be filtered on the gateways. Also the content is set to be on the network for given time which is set by the author and there fore publishing fee is counted. Yes this content can get on the network but won't be displayed in gateways supported by DECENT.
