Rate looks really suspicious and too good to be true, even if someone does deal with you be safe as the payments are reversible as/maybe more than paypal: https://help.venmo.com/customer/portal/articles/1322645-i-paid-the-wrong-person-

Even then , you can simply reverse the payment . And the rate is too shady, if you are really looking to buy that amount I would suggest withdraw using bank and then buy from a bank.

2. I acknowledge your request and you'll get your money .
3. I can not get them back then .

You would be able to claim your account was hacked, or you could actually have hacked. If you used a bank account or credit card to fund your account then you could claim the transaction was unauthorized, or the transaction could actually be unauthorized.

Anyone who sells Bitcoin to you is going to need to trust you to not attempt to chargeback the transaction. In order for it to be appropriate to give you this trust then you will need to have an extensive trading history that can be verified; a trading history that you do not appear to have.

My suggestion would be that you use cash to buy Bitcoin as you will end up paying a much better rate.

There will be always an option if you say unauthorized access or fraud, you will get the money back. I have done this with skrill or else you have to wait until the amount gets credited to bank. Why you can't withdraw the fund to your bank and buy with cash ?

Only American citizens are allowed to have bank accounts. That's an international law. It must have slipped my mind, in Asia bank accounts don't exist.
