Yes that is true but somehow you need yo work for it, mean while some of them does not even have any site to promote. Most of them that can get some big whale is from their own site, they post on their banner and  everything so may be some of them might use the affiliate, if they only depends on here, I do not think that they might get any of it

The lock-in promotion has expired. But basically, it'd be a rebate after 23-30 days sent back to the account equal to 20% of the commissions charged on any locked investments. So if you had 5 LTC in investment commissions On Oct 1. You'd receive 1 LTC back to your account.

once the site supports Segwit addies,it can save on fees,so the average tx fee is lower,thus there is no need to keep withdrawal fees as high as they are at the moment
usually,if the mempool is full,sites are adding their own funds to the withdrawal fees to make sure gamblers recieve their coins faster,
once there are not too many  unconfirmed transactions and tx fees are getting lower,it evens out
BUT it is more often than not that dice sites are compensating withdrawal fees from their own pockets,Segwit addresses will make things better for both parties involved
