what makes you think it cannot? if it keeps paying then it makes sense from the financial standpoint
no business will shoot itself in the foot and I'm sure the recent promotions are going to increase the site's audience and its profits
if you calculate the amount of tokens the site pays daily(yes it is paid in tokens,so it is not like every 10k you get you can withdraw,you have to convert to satoshis first by reaching a certain threshold)

why don't you register and try it out yourself if you think that Bitvest is too generous? 

Any promotions would turn out to be generous but as expected you would really need to hit up a particular rollover for you to cash out. you get free tokens from quests,events,free faucet,promotions etc. and can gamble with them same as you would with bitcoin
one token equals one satoshi
once you reach the 200.000 tokens mark ,you can convert to 200.000 satoshi or,if you prefer,to LTC or ETH
this both fights the abuse,because it is not that easy to reach the target,but definitely not impossible as some players are able to convert several times a day!
