I was thinking about making a offline cold storage address for my escrow service this single address could be used by anyone at anytime. They would need to know how to sign messages to verify the payment however what would you guys think about this?

Yeah the primary idea is certainly for any offline transactions that could be handled while I am AFK and just releasing the escrowed deposit as soon as I am back. What I do currently depending on the type of escrow is provide a 1 time use address for each escrow or a offline paper wallet generated from a piperwallet.

The concept of a static address in my original post seems like it would work and they could still keep their privacy of the transaction by keeping it between private messages, unless of course they already had a public post. If I did add this how would you guys think I should go about as far as the rules to using it?

You would need some kind of guarantee/proof that the person who claims to have sent funds to an address actually sent funds to the address; this can generally be done with a signed message, however there are a huge amount of people on here that have no clue how to sign a message, even after being given instructions for their specific wallet (they often need three or four tries). I might put a warning that it should only be used for advanced users of bitcoin and that you will have certain requirements to prove that funds were actually sent from a user's address in order to consider the funds 'theirs'
