It's a more complex question that you'd think.
Most every delegate made a thread with some info about their background and setup on
forum.lisk.io, you can read through them. But I warn you, it's a lot. Hard to make an informed decision.
It it also up for question how much server maintanance will cost in money and effort. Based on a testnet it's a lot of effort, and the money is up in the air at the moment. It may run on some mid range VPS, but with heavy adaptation, or in case of an attack the network may need to migrate to dedicates servers. It's up in the air at the moment. Things will also change when the first blockchain apps start to show up.
I think at his point the most important think for a delegate is to be available and be quick to respond to any problems. Update as soon as there is a new version, deal with any network problems, upgrade server as soon as there is need.
The next few months will be an eye opener for many, i think.
