The only value of this coin is the name, and the fact that op speak arabic. You should teach people about Bitcoin in arabic and translate english content into arabic instead of creating a shitty coin that will not be use in Dubai.
Of course there is nobody from Dubai involved in this coin. The devs chose the name Dubai because there are a lot of people in South Asia who have family that work in Dubai and they see Dubai as a rich place to shop and work. The coin is sort of a scam aimed at those people.
