There is some confusion with that article and what is going on with this project, Slock.it has personally contacted me to fix it.
The project is called "The DAO".

https://daohub.org/"When someone sends ETH to a DAO during its Creation phase, new DAO tokens are created in that moment. Those DAO tokens allow their holder to have complete control over the ETH in the DAO and it can be withdrawn if the DAO Token Holder wants.
They will use their tokens to vote on proposals. these proposals will be smart contracts that are accompanied by plain English descriptions of why the DAO should support their project (Explaining how the DAO profits by working with that Contractor). Slock.it will be one of the first Contractors, but not the only Contractor, not by a long shot."
