I think possibly because you have to retain at least a 2 XLM balance in your wallet. Two because you have a mobi anchor. Also, you have to have enough to pay the fee as small as it is.
You can't send 100% of the coins out.

If all these news weer coming out in normal condition Stellar was climbing up on the ranks without any question.
