I know it for sure, it's stayed under $35 since like forever.
There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, which will follow the rules of the network no matter what miners do. Even if every miner decided to create 1000 bitcoins per block, full nodes would stick to the rules and reject those blocks.

It hit $30.99 on cavirtex.com yesterday and CAD is on par with USD.

I have seen it hit $30 three times now, but the High price refuses to update....

If you're looking at the mtgox.com page, it will show you the high price in USD, but the last price in whatever currency it happened but converted to USD. I don't like it that way (I think they should keep it all consistent, either USD or last currency) but that seems to be the way it works. So it's quite possible for it to show the last price above 30 (if someone bought BTC with Yen, for example) but the high price remains under 30.

Contrary to common belief this is possible once one bitcoin represents more than $1 of (defaulted) credit card debt on average. Buying BTC for credit has been trending these days so guess what?  Tongue
