This is an old issue and too old owners..  i heard that 999dice was scam i think last year or 2015..  near december.

Why you are assumed if the owner of bitvest and 999dice is a same person by paying small amount of their campaign? AFAIK, 999dice never running a campaign. They are different (the owner's name of bitvest already given by autada), admin of 999dice is called Jake (he used "jakem" as his nick when he created 999dice ANN thread on here).

I think you need to open your dictionary or use online dictionary to find the meaning of scam. Scam is not only about getting paid or the number you win/lose but more about how the site works. Lets say there are some shills saying that they have been paid on a site but in fact the site is cheating you by changing your rolls, will you say it is a legit site?
About your withdrawal which is only $15, it is nothing for a scam site as they will always process small withdrawal because they can scam other big players who play bigger amounts.

Yes their results can be rigged as they are not provably fair and i am surprised to see many are still depositing and playing there just because of 0.10% house edge they have. If their rolls are not fair than house edge will not have any effect on winnings.
