Buying in a local exchange is the most visible for me, I do buy bitcoin in our country's local exchange and we have like 3 local exchanges and it has never been a problem buying bitcoin. Our government is aware of bitcoin and they made sure an exchange site complies with the laws.

Localbitcoins.com can be a good place for selling but for buying it may not be that much safe from my point of view, because if you are willing to buy bitcoins from there you are the one who will pay the money first and i'm not sure if someone after getting the payment cancels the deal then what happens, it would be better to buy from a normal exchange but not somewhere like that where you are buying one to one.

I think we have some local exchange in every country like here in my country we have coins.ph that we can buy bitcoin instantly without asking or verify our wallet account in their website.. like in india they have zebpay for us and uk or supported countries they have coinbase that they can buy bitcoin easily..  localbitcoin is just for alternative but its long process..

it is hard to buy bitcoin via paypal or credit card in asia, most well know bitcoin selling site do not offer service in my country or require manual approval process.
just want to buy 0.1-0.3 bit coin to buy some emailaccount/website accounts...

I think you will need to go through verification if that's what you are seeing there...
You might try localbitcoins though which is the most recommended platform to buy bitcoins with ease, and if you want to try your credit card, you might go with Bitstamp...
