I'm very dedicated to get into the altcoins business and wish to study this field.
I'm familiar with BTC/altcoins in general, but not with mining rigs for altcoins.
Where can I start learning about how to make my own altcoin mining rig?
For now minimal budget of course.

If you are serious about a mining rig you should do a research on bitcointalk.org and all the coin forums that you want to mine.
I'll write below how can you start mining and what hardware you need.
1. Choose your hardware - here is a good example
Motherboard: AsRock H81 Pro BTC - 70-100$
Risers: 6x PCI 1x to 16X (USB powered are better) - 10-50$
GPU: 6x 480x/380x - depending on your budget - 800-1400$
SSD: you can try with a flash stick (16-32GB) - Windows on it - 20$
RAM: 8, 16GB - 20$
CPU: Celeron - 50-100$
PSU: 1500W or 1x1000W + 1x750W - 150-300$
Once you own the hardware, all you have to do is look up for the coin you want to mine.
2. Install a software specially designed to mine (Claymore, etc)
3. Choose a pool (for pool mining) or solo mining
4. Start cmd.exe (windows) introduce the commands and voila!
5. Enjoy and always adjust your miner, verify the temperature of GPU (the cooler they are, more power you get)
