OP, the reason to buy Bitcoin you stated will not affect the reason why we should buy bitcoin now. Because the banks that would implement a blockchain style of logging transactions would most probably make use of some other cryptocurrency which will not be Bitcoin. Because Bitcoin cannot be controlled, they will create their own that they can control. Hence, not affecting our buying patterns.

as long as we believe that bitcoin prices will always go up then we do not need too confused in choosing a strategy. with any strategy, we can still make a profit as long as we buy when low and selling when prices rise. do not be too scared to price fluctuations because I believe bitcoin bitcoin prices will continue to rise as demand continues to rise. We have different reasons and different strategies and most reasons why they are buying bitcoins now is they want to consider bitcoin as their investment intended for long term. I think it's a good idea to buy when the value is declining as it will give you an opportunity to earn bigger buying cheap bitcoins. Time will come it will rise again and that is the time for you to sell, however if you have a limited capital, better trade bitcoins in short term for better return.

you ignore one very important bit of information. it's not bitcoin's blockchain that they will implement if it ever comes that far, but a centralized version they themselves came up with. this in no way will have whatever impact on bitcoin. so don't count your profits already.
