If so, should the request go to https://bitcointalk.org/index.php?topic=1695356.0 and if yes, should this topic be locked? Not sure if it really matters to others but I have seen topics locked due to them being duplicate so just wondering.

I probably will, originally I created them on both topics because I was unsure which topic got more traffic and obviously its not this one, I will just lock it.
