Everyone needs water. Africa isn't that backward. Fact is that a lot of sub-saharan Africans have no confidence in regular banking. This is why they've preferred, for example, calling-credit as means of currency in desolate areas for quite some time now.

So it's a confidence thing, which is by no means strictly African by nature, although you may imagine why Africans have no confidence in things inroduced by those who flat-out ruined their continent.

But times are changing, this technology came after the opressor and is merely an instrument. Again, Africans are not backward and technology can serve anyone so why not do away with those pieces of cardboard and migrate the habit to a smartphone?
