Update for https://www.papaya.eu/

I've been informed by them over email that the card is now available to all EU residents except Germany and Switzerland. Third-party incoming SEPA transactions are allowed, and it's possible to send an outgoing SEPA transaction, but it has to be to a bank account in your name.

- https://fidor.de (Germany - German language) - It can be very good because it has likely instant transfer in/out from Kraken
I'm using the Chrome integrated translation tool to use it.

This may not be free:

https://www.viabuy.com/the-prepaid-mastercard-in-gold-or-black.html

But the first 3 years of the card account is free of charge (no annual fees). There is however a once-off card issuance fee.

The interesting part is the multitude of loading options which I quote and copy/paste below from their site:

Loading fees
Domestic/SEPA transfer      Free
Cash deposit at a domestic bank *      Free
International bank transfer      1.75 %
Instant Transfer      Free
MyBank      Free
SOFORT Banking      1.75 %
giropay      1.75 %
eps      1.75 %
iDEAL      1.75 %
Bancontact      1.75 %
Verkkopankki (Finnish online bank transfer)      1.75 %
Przelewy24      1.75 %
Trustly      1.75 %
Multibanco      1.75 %
PayU      1.75 %
Bitcoin      0.75 %   (interesting!!!)
Teleingreso      4.75 %
Paysafecard      8.75 %
TrustPay      2.75 %

I see they assign a personal IBAN to the card:

*For loading and payout the IBAN has been assigned to your card account by PPRO Financial Ltd (PPRO), licensed Mastercard Principal Member and issuer of your VIABUY Mastercard. As the beneficiary of the IBAN PPRO may change or revoke this assignment at any time.

https://www.ipagoo.com/ - unique IBANs (UK, ES, FR, IT) (DE, PL, PT... coming later), supported for the following countries:
Quote
Andorra
Austria
Belgium
Denmark
Finland
France
Germany
Gibraltar
Guernsey
Iceland
Ireland
Isle of Man
Italy
Jersey
Liechtenstein
Luxembourg
Malta
Monaco
Netherlands
Norway
Poland
Portugal
Spain
Sweden
Switzerland
San Marino
United Kingdom
Vatican City

3€ per month for each IBAN account (can have more). If your account has 0€ and you can't pay your monthly fee, they will still deduct the fee putting your account in a negative state. After 3 months of being in a negative state, the account will be classed as dormant until you clear your negative balance.

Hmmm....  Huh
As far as I can see the fidor.de website says that you need permanent residency in Gerrmany to open an account -

Quote from: Fidor Bank link=www.fidor.de/help

Where can I find information about them opening for most of Europe?

Hm, I read that on another forum: https://www.offshorecorptalk.com/threads/looking-for-ewallet-with-unique-polish-iban.21432/page-2#post-64531

The message you copied about needing a permanent German residence is from Fidor's "forum" where a user asked this and they replied, but it's from 27.02.2016...

Hello,
Anybody know if Leupay is friendly to Crypto Currency related accounts? From some post I found that some Leupay accounts was terminated because of sending money to bitcoin exchangers. However, I have used Leupay to accept withdrawal from bitstamp for months and there is no problem.
I need to withdraw from exchangers but am afraid that one day Leupay would close my account.
Best regards,

http://www.qck-card.com/
https://platinumatmcard.com/
https://platinumbitcoincard.com/

These are all scams, supposedly from the same company as Viabuy, but they aren't really. The cards don't work at all.

I don't think those sites are related to Viabuy. Apparently, the person behind is someone from India. I checked Whois for 2 domains and it is showing as the registrant a person named "Jonathan Blacksmith" from Cyberservices.com. I found this page on LinkedIn (here) showing Gurgaon, Haryana, India as location. The activity described is far to be related to financial prepaid services.
I found another domain related to this person fastbitcoincard.com (currently nothing hosted on this domain)

Shared IBAN (they can't be used with exchanges)
- https://www.icard.com (Bulgaria)
I asked them via e-mail and they told me that you receive a personal (Bulgarian) IBAN after you are verified with them (and pay 10€ for the card).

No problem. You could also move Monese to Personal IBAN and add Ipagoo, both being paid services, though (5,90€ and 3€ per month). But TransferWise being free has a minimal fee of 2€ for each transaction, so it's not like Ipagoo is any more expensive for example.

Are you outside of Germany and you manage to make an account, they offer a card? Thanks!
